Position Summary:

The SVP, General Manager of the Grand Central Madison Operating Company (GCMOC) is the executive operating officer of a new public benefit corporation subsidiary of the Metropolitan Transportation Authority (the “MTA”) created for the purpose of operating and maintaining certain assets known as Grand Central Madison including tunnels and facilities in Queens. The SVP, General Manager of GCMOC will report to the Chief GCMOC.

The GCMOC is responsible for managing the turnkey Facilities Operations and Maintenance contractor supporting the Long Island Rail Road Service at Grand Central which include facilities operations and vertical transportation. Through MTA Real Estate, this position is responsible for coordination with the GCM Master Tenant. Significant safety responsibilities include managing the operations and maintenance of various life safety systems including the fire alarm, fire suppression, tunnel ventilation and smoke extraction systems throughout the territory. The Grand Central Madison is beneath historic Grand Central Terminal and as such requires close coordination with all entities operating within that environment including passenger services, safety, police and fire, Metro North Railroad, NYCT and Long Island Rail Road.

Responsibilities:

  • Responsible for managing the daily operation of the Grand Central Madison , a station below Grand Central Terminal, and the operation of the facilities in Manhattan and Queens, through the direct oversight and contract management of private sector services of a Facility Maintainer (herein referred to as the FM). This position works closely with and coordinates activities between Long Island Rail Road, Metro North Railroad, MTA Police, NYCT, MTA C&D and MTA Real Estate to manage and operate the Grand Central Madison territory as a world-class rail terminal and retail destination. Significant safety responsibilities include management and compliance of the operations and maintenance of life safety systems throughout the territory.

  • Develop and manage a Contract operating budget(s) of approximately $150 M annually. Includes developing cost estimates for life cycle capital maintenance and allocation into MTA overall capital budget.

  • Direct supervision of 3 MTA employees and six FM contractor management key personnel. ( Overall responsibility for approximately three-hundred total contract employees engaged in various maintenance activities such as electrical, HVAC, janitorial, fire life safety and tunnel systems ) .

  • Develop and implement an overarching and consistent passenger experience strategy for the Grand Central Madison territory in collaboration with LIRR and MNR.

  • Present GCMOC matters to MTA Board, politicians and press in President’s absence.

  • Effectively manag e and utiliz e resources of the FM Contractor to meet MTA business objectives.

  • Develop and maintain safe and attractive public spaces with high quality retail opportunities.

  • Responsible for overseeing a railroad terminal known for safe, clean, comfortable, and highly reliable LIRR train service supported by safe and well-maintained systems that support rail and terminal operations.

  • Oversee and ensuring well-maintained vertical transportation systems that are highly reliable and available.

  • Overseeing the FM Contract with MTA, measuring compliance with contract terms and conditions against established Key Performance Indicators, applying incentive/disincentive adjustments to monthly invoices, reviewing and processing of invoices against contractual standards, escalating issues to other parties as needed.

  • Responsible for inspiring and ensuring a high-level comprehensive approach to passenger–facing services within the Grand Central Madison territory. ( The goal is to have a consistent and high-quality passenger experience regardless of MTA service provider, regardless of whether an MTA employee or a contracted employee is involved. )

  • Support the development and implementation of emergency and service disruption communication plans for the Madison Concourse in coordination with MNR/LIRR/NYCT and the FM Contractor. Align varied policies, protocols, and agency-specific auxiliary response programs so they are unified for a consistent inter-agency response.

  • Responsible for developing and maintaining positive, collaborative, and effective relationships with elected officials, local business leaders, other department directors, managers, local, state and federal agency representatives, media representatives, passengers and members of the public.

  • Manage systematic audits of the FM Contractor performance to ensure compliance to maintenance cycles, response times, recordation, employee certifications, and safety.

  • Act as the l ead for identifying “leading indicators” of FM Contractor performance and developing early intervention strategies when necessitated.

  • Act as the l ead for determining “Key Performance Indicators” for FM Contractor performance including those tied to financial incentives.

  • Responsible for review of FM Contractor financial and billing to ensure correctness with Contract terms.

  • Responsible for making key decisions for exercising option agreements of the FM Contractor.

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Perform Other duties as assigned.

    Required Education and Experience:

  • Bachelor’s degree in planning , Business, Engineering, or similar operations related field of study from an accredited college.

  • A minimum of 9 years of progressive leadership in a transportation operations environment which must include management of facilities operations may be considered in lieu of a degree. Railroad experience preferred.

  • A minimum of 9 years’ construction or operations experience in a senior leadership role in a similar transportation or facilities operation environment.

    Preferred :

  • Advanced degree or certificate in a related field.

  • Familiarity with the MTA’s policies and procedures, with particular focus on the railroads.

  • Professional Engineer’s License (P.E.)
