City of New York Senior Grants Manager, Indigent Defense in New York, New York

About the Office:

The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build the strong neighborhoods that ensure enduring safety.

The Indigent Defense Program at MOCJ oversees the disbursement of City and State funding to support criminal indigent defense in New York City. MOCJ Program contracts with legal service organizations to provide trial-level and appellate legal representation to criminal defendants and certain Family Court respondents or other adult parties who cannot afford to pay for their own lawyers. The portfolio primarily uses procurement to effectuate policy and provide access to criminal legal counsel (attorneys) for all New Yorkers.

About the Role:

The Senior Grants Manager, under the supervision of the Budget Director, will work alongside the Indigent Defense Program and Contracts teams to co-manage a portfolio of New York State Office of Indigent Legal Services (“ILS”) grants administered by MOCJ.

The Senior Grants Manager’s responsibilities include, but are not limited to:

  • Review and process invoices and claims through the New York City procurement system;

  • Work with indigent defense providers to collect documents and submit all claims in the tens of millions for reimbursement to ILS, including reviewing reimbursement requests for appropriateness and following up with contract staff and external agencies to obtain required documentation;

  • Monitor awards, track expenditures, retain audit-ready documentation, and report to various funding authorities;

  • Communicate clearly and accurately to describe problems and solutions related to claiming and reimbursement internally and to indigent defense providers;

  • Work closely with program and contract management on grant applications, budgets, budget modifications and other financial requests;

  • Implement tracking systems for grant set up and claim submissions to provide regular reporting to upper management regarding progress of spending and project completion;

  • Ensure that MOCJ and sub-recipients comply with established MOUs and administrative and financial policies and procedures; and

  • Assist in the preparation of expense and revenue budgets for MOCJ by working with the Budget Director to process budget modifications and review contract budgets.

Qualifications

  1. Do you have a baccalaureate degree from an accredited college or university?

  2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?

  3. Do you have a four-year high school diploma, or its educational equivalent approved by a state's Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question "2" above?

  4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions "1," "2," and/or "3" above?
