The Project Manager manages third-party projects within the External Partner Program (EPP) business unit in the MTA Construction and Development (C&D) Delivery Department. This position is responsible for project management activities that ensure project delivery is safe, efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines.

The Project Manager is responsible for reviewing project submissions, supporting contract development, and providing project management throughout the project life cycle for third-party partners who are either building adjacent to or provid ing a benefit to the MTA system. This position is responsible for performing, coordinating, and guiding the technical review process for each project with C&D and MTA agency stakeholders, ensuring timely completion within EPP and contractual timeframes. The Project Manager manages project support through design and constructability reviews, construction initiation and oversight, and project close-out. This position is responsible for tracking the progress of all involved parties throughout the project, ensuring performance per contract, maintaining timely communication of project status, risks, and issues, and facilitating the resolution of project issues.

Responsibilities

Responsible for supporting contract development, managing the technical review process, and providing project management throughout the project life cycle for third-party partners either building adjacent to or providing a benefit to the MTA system.

Manage and perform the technical review and approval process for each project submission.

Coordinate review process with EPP staff, other C&D technical staff, consultants, and MTA agency stakeholders, ensuring timely completion within contractual and EPP timeframes.

Ensure adherence to all relevant standards, guidelines, codes, policies, and procedures.

Manage process for project design and constructability reviews, construction initiation and oversight, and close-out. Monitor progress throughout the project, coordinating the input of all involved parties and ensuring performance per contractual and MTA requirements.

Manage the Asite project management process to support project collaboration, planning, review, and monitoring from initial submission through close-out.

Coordinate project activities with C&D staff, MTA operating agencies, developers, property owners, state and local agencies, utilities, contractors, consultants, and other internal and external project stakeholders.

Ensure timely communication of project status, risks, and issues. Manage resolution of project design issues and elevate to senior management as required.

Coordinate with internal and external stakeholders on preliminary development of conceptual project design, scope, and constructability for developer projects.

Provide recommendations for process improvements and development of the External Partner Program Manual.

Manage comprehensive project document control and retention.

Manage the preparation of reports, presentations, research, and studies.

Monitor and validate program metrics data in Asite and manage data incorporation into effective dashboard reports.

Provide input for weekly and monthly reporting templates.

Manage the presentation of project reporting and coordination of audit/inquiry responses for MTA and external oversight bodies.

Manage staff selection, coaching, training, development, evaluation, and discipline/termination as needed.

Education and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of five (5) years of related experience.

A l icensed Professional Engineer (PE) or Registered Architect (RA) is desirable.

PMP and CCM Certifications are preferred.

Excellent interpersonal, verbal, and written communication skills are a must.

Possess the ability to collaborate with a broad range of internal and external project stakeholders .

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

Must possess excellent team - building , listening, problem - solving, and prioritization skills.

K nowledge of applicable design and construction standards, codes, guidelines, and regulations.

Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e. , presentations, report and letter writing, time management, etc.).
