Overview
The Project Manager in the Orange and Rockland ("O&R") rates area is involved in tasks related to the preparation and filing of rates and tariffs for O&R and Rockland Electric Company ("RECO").Responsibilities
Core Responsibilities- Work as a Project Manager with the O&R Rates team in Rate Engineering on a variety of tasks associated with the preparation and filing of rates and tariffs for O&R and RECO.
- Lead Rate Engineering, inter-departmental and inter-utility team activities to develop, collect and analyze information and data required to implement programs to meet the changes occurring within the energy industry and the competitive challenges raised by those changes.
- Keep up-to-date on regulatory developments at both the state and federal levels and analyze their impact on rate design and revenue allocation.
- Represent the Company at meetings with regulatory agencies and other external stakeholders and maintain open communication with regulatory personnel on issues affecting Rate Engineering.
- Conduct studies to determine whether modifications to existing tariffs are required to address new types of service and changes occurring in the business environment such as the increasing penetration of distributed energy resources. Develop new rate design structures to advance these changes. Present these studies and new rate design structures to both internal and external stakeholders.
- Support the implementation of changes to comply with regulatory commission orders and Company policy on rates and services by preparing or directing the preparation of regulatory filings including tariff changes, statements, and letters.
- Prepare and present expert testimony before regulatory agencies justifying various aspects of the Companys policy on revenue allocation, rate structures and rate provisions, along with associated exhibits, discovery, and work papers.
- Analyze testimony and exhibits of other parties, and in consultation with the Law Department, assist in the preparation of rebuttal testimony and cross-examination of opposing witnesses in regulatory proceedings.
- Design and file rate structures and rate adjustments with appropriate regulatory agencies that meet the Companys required revenue levels while addressing the needs of customers and other stakeholders.
- Interact, communicate, and exchange information with personnel from other departments and other utilities.
- Respond to inquiries, both internal and external, concerning O&R and RECO rates and tariff provisions.
- Use computer systems that provide data analyses which support the computation of O&R and RECOs various rates and billing determinants.
- Maintain well organized files and accurate records, including maintaining back-up for computer files and safeguarding computer facilities, reports, and workpapers.
- Perform other related tasks and assignments as required.
Qualifications
Required Education/Experience- Bachelor's Degree Accounting, Finance, Economics, Mathematics, Statistics, Engineering or related field. 8 years of work experience, including a minimum of five years of experience in utility rate matters
- Have a strong attention to detail and the ability to meet deadlines on deliverables requiring a high degree of accuracy. Required
- Work independently and handle multiple tasks with short deadlines. Required
- Interact with all levels of management within the group, in other departments within Con Edison and O&R, and with outside agencies. Required
- Possess strong computer skills with working knowledge of MS Word, Excel, and Power Point. Required
- Possess strong oral and written communication skills. Required
- Possess knowledge of Microsoft Access and Microsoft Excel VBA. Preferred
- Driver's License Required
- Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
- Must be able and willing to travel as needed.
