But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.

Reporting to Director, Programs Administration, the Program Analyst certifies the achievement of service delivery and program operation standards for Breaking Ground’s large and growing Programs Department. The Program Analyst supports program compliance wi th federal, state, city, and organizational requirements . The Program Analyst acts as the contract manager for any HUD-funded projects within the assigned portfolio and guarantees adherence with HUD regulations and standards.

This position is eligible for a hybrid schedule of up to 2 days of remote work. Breaking Ground reserves the right to modify hybrid schedules in the future.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Administer program-specific monitoring tools during regular site visits to sites/programs for the assigned portfolio and generate management reports that support program operations and service delivery standards

  • Collaborate with site and leadership staff to ensure adherence to data collection and internal monitoring standards

  • Partner with the organization’s Government Contract Compliance and Data Strategy team to ensure accurate and timely submission of funder reporting

  • Assist in drafting, organizing, and maintaining the department’s policies and procedures library ; responsible for providing notification s to 10+ program sites

  • Support the delivery of training to Programs staff on funder regulations, requirements, policies as needed

  • Conduct audits of the organization’s Learning Management System (Relias) , generate timely reports for program leadership

  • Act as a HUD Contract Manager for all HUD-funded projects by maintaining thorough knowledge of operating standards, reporting requirements, and other HUD regulations as applicable

  • Ensures the timely submission of quarterly and annual reports, monitor and track matching funds and time/effort forms, and provide technical assistance to Business Operations and Program Directors for purchasing regulations

  • Provide technical assistance to staff at 10+ sites troubleshooting electronic record systems used for department polic ies , applicable federal, city or state regulations ; generate internal performance reports

  • Perform other duties as assigned

    MINIMUM QUALIFICATIONS:

  • Bachelor’s degree or equivalent experience required

  • Minimum of 2 years of experience in a related field

  • Excellent organizational skills

  • Excellent oral and written communication skills and ability to liaise with a variety of internal and external stakeholders

  • Demonstrated skills in writing policies and procedures

  • Ability to prioritize deadlines and projects

  • Familiarity with city, state, and/or federal regulations governing service delivery (e.g., DHS, DOHMH, OMH, HUD) and ability to navigate, interpret, and operationalize regulatory requirements

  • Knowledge of housing first, harm reduction, and trauma-informed care philosophies and practices preferred

  • Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, and Microsoft Teams

  • Proficiency with Monday.com or other Project Management software preferred

  • Familiarity with Learning Management Systems (e.g., Relias) strongly preferred

  • Ability to make site visits independently within New York City (walk distances, climb stairs, etc.)
