Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $74,781 - $85,998.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PROGRAM EVALUATOR*

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

The Division of Policy, Planning and Measurement (PPM) collaborates with every ACS division to guide systems analysis and strategic systems improvement; assure quality of practice at ACS and its provider agencies; professionalize the frontline workforce; bring knowledge into practice; provide research and analytic support; and plan and develop new programs and policies.

The Provider Agency Measurement System Unit (PAMS) is responsible for conducting comprehensive, annual case record evaluations of all foster care, preventive and Close to Home juvenile justice services programs serving New York City’s children and families. The PAMS review evaluates provider agency practice on critical city and state priorities in Safety, Permanency, Transition Planning, Well Being as well as Assessment, Engagement, and Services. These systems are designed to ensure accountability and promote learning for Children’s Services and provider agencies. The annual PAMS reviews include comprehensive evaluations of case records through Connections and other systems of record and on-site. As needed, the PAMS units may conduct site observations of foster homes and residential facilities and interviews with foster parents and childcare staff.

Reporting to the Foster Care PAMS Manager, the Program Evaluator is responsible for the following:

  • Evaluate provider agency case practice utilizing a standardized PAMS review tool within specified timeframes.

  • Compile, analyze and enter performance data into a computerized case review system.

  • Identify critical safety, risk and permanency practice concerns and complete written alerts that clearly communicate concerns regarding provider agency performance.

  • Actively participate in the review and development of evaluation tools, guidelines, and protocols.

  • Participate in inter-division meetings and/or provider agency meetings as needed.

  • Participate in special projects as needed and determined by DPPM

Qualifications

  1. A master’s degree from an accredited college or university in social work, economics, finance, accounting, business, personnel or public administration, human resources management, management science, operations research, organizational behavior, statistics, labor relations, psychology, sociology, nursing, counseling, child welfare, political science, urban studies, education or a closely related field, and two years satisfactory full-time professional experience performing quantitative/qualitative statistical analysis in the evaluation of social service programs and/or operations, or utilizing statistical analysis in social service program-level planning. At least one year of this experience must have been in a supervisory, administrative, managerial or consultative capacity or related area; or

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.

  1. A baccalaureate degree from an accredited college or university in one of the fields listed in "1" above and three years of the full-time satisfactory professional experience described in "1" above, including at least one year of experience in a supervisory, administrative, managerial or consultative capacity or related area.

A maximum of six semester credits from an accredited college in statistics and/or research methodologies may substitute for up to six months of the experience described in "1" above. However, all candidates must possess the one year of experience in a supervisory, administrative, managerial or consultative capacity, and at least an additional six months of full-time professional experience as described in “1" above.
