SALARY RANGE: $95,000 - $110,000

LOCATION: 2 Broadway

HOURS OF WORK: 9:00 am - 5:30 pm

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:

Reporting to the Senior Manager, Business Planning this position is responsible for a wide variety of critical budget, human resources, administrative support functions, and special procurement projects as assigned by executive staff. This position manages the research, forecasting, reporting, and preparation of several critical department budgets, including all agency refuse and recycling, inspection and testing, uniforms, safety shoes, equipment and Procurement consultants. This position will oversee the preparation of various monthly budget reports justify salary and wages variances, paid overtime and attrition for MTA Procurement. This role will be a liaison for a variety of Human Resource (HR) efforts and will provide support to MTA Procurement.

RESPONSIBILITIES:

  • This position manages the analysis, research, forecasting, and summarizing of data for the Department's annual budget. Manage major budget exercises, including reports that show and explain the current and projected variances in detail. Evaluate the impact of major expense variances on financial results and work with staff to integrate these items into the forecasts and estimated budget. Develop recommendations to senior management on budget strategies.

  • Acts as a liaison for variety of HR services ensuring consistent implementation across MTA Procurement including recruiting and on-boarding strategies, tracking personnel actions and documentation including, Personnel Requisition Forms (PRF’s), job postings, job descriptions, and other HR forms. Oversee the statistical analysis and other special reports as required. Manage special projects including Talent & Organizational Development initiatives.

  • This position is responsible for managing the processing and tracking of correct cost re-allocations for major system-wide contracts to other departments of agencies. The position will also manage the processing and tracking of personnel expense chargeback from MTA Procurement to other agencies for worked being performed by MTA Procurement employees for other agencies.

  • Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Research, create and present sensitive Procurement projects as assigned by Executive Management.

  • Other duties as assigned.

    KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of MTA Budget Procedures.

  • Experience in budgeting, forecasting and expense variance analysis.

  • Possess knowledge of HR rules and policies with regard to employment, compensation, and civil service rules.

    EDUCATION AND EXPERIENCE:

    REQUIRED

  • Bachelor’s degree in Business Administration, Finance, Public Policy or a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; and

  • Minimum 5 years related experience.

  • Demonstrated supervisory and/or leadership abilities.

    PREFERRED

  • At least 3 years in a managerial and/or leadership role. Prefer strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

  • Familiarity with the MTA’s policies and procedures.

  • Familiarity with the MTA’s collective bargaining procedures

  • Familiarity with the Budget software and practices
