LOCATION: 420 Lexington Avenue, New York, NY 10170 *

*This position is eligible for telework which is currently one day per week. New hires are eligible to apply for telework 30 days after their effective date of hire.

SUMMARY

The purpose of this position is to ensure the data quality of the MTA PD records systems and to manage the analysis of crime data, staffing data, and all other data analytics related to the MTA PD (crossing accidents, enforcement operations, etc.). The M anager will direct the preparation of reports and dashboards for C ommand S taff, which will allow for a more efficient use of staff and resources. The manager will also ensure and oversee data integrity with incident reporting throughout the agency and ensure timely and accurate submission of National Incident Based Reporting System (NIBRS) data to the New York State Division of Criminal Justice and the state of Connecticut.

RESPONSIBILITIES

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Oversee the creation and distribution of multiple crime reports to police districts.

  • Manage the creation of new and innovative reports and dashboards to help organization executives make data-informed decisions such as in the new Records Management System (RMS).

  • Audit reports for proper crime categorization and accurate information to ensure timely and accurate incident reporting.

  • Submit NIBRS data to the New York State Division of Criminal Justice Services monthly. Function as the Department’s liaison between that organization and ours.

  • Oversee the compilation and publication of regular Federal Transit Administration Security Reports.

  • Oversee the identification of crime trends and patterns in the MTAPD’s jurisdiction.

  • Liaise with district supervisors to ensure quality reporting by identifying errors in the data.

  • Other duties as assigned.

    KNOWLEDGE, SKILLS, & ABILITIES

  • Familiarity with data processing and management support tools, including MS Office, advanced Excel analysis, and business intelligence tools (e.g., Power BI, Tableau).

  • Understanding of analytical methods (e.g., probability and statistics, algorithm design).

  • Knowledge and/or experience with crime analysis and crime reporting.

  • Strong quantitative skills.

  • Familiarity with police department operations.

  • Excellent communication and interpersonal skills.

  • Excellent organizational and presentation skills.

  • Demonstrated ability to work with all internal levels within a given organization.

  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

    EDUCATION & EXPERIENCE :

  • Bachelor’s degree in B usiness , Criminal Justice, Data Analytics, Public Policy, or a related field, or an equivalent combination of education and experience may be considered in lieu of a degree.

  • Minimum 5 years related experience.

  • Demonstrated supervisory and/or leadership abilities.

  • Ability to pass the Police background investigation check.

    PREFERRED:

  • Master’s degree in a related field (including data analytics, public administration or business administration).

  • At least 3 years in a managerial and/or leadership role.

  • Demonstrated project management skills.

  • Prior law enforcement experience.

  • Familiarity with NIBRS crime reporting.

  • Familiarity with NYPD crime reporting policies.

  • Minimum of (3) years of experience building datasets, automating tasks through scripts, writing database queries and debugging/ maintaining code.

  • Minimum of (2+ years) experience with Power BI, Python or SQL programming.

  • Experience with relational databases (e.g., Oracle, Postgres, SQL Server), including writing queries (generally with PL/SQL) to obtain and manipulate data.

  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.

  • Familiarity with the MTA’s policies and procedures.

  • Familiarity with the MTA’s collective bargaining procedures.

    GENERAL:

  • This position may, on occasion, require work outside of normal work hours to deal with emergencies or unforeseeable circumstances.

  • Travel may be required to other MTA locations or other external sites.
