Job Description

The Office of Performance Management and Data Analytics (OPMDA) reports critical statistics and data related to HRA’s operations and program services, including New York City’s three major social services benefit programs: Cash Assistance, Medicaid and the Supplemental Nutrition Assistance Program.

OPMDA is recruiting for One (1) City Research Scientist IV to function as the Director of SNAP, Medicaid, and Fair Fares Performance Management, who will: oversee reporting for three of HRA’s key programs: SNAP, which provides food benefits to low-income families; Fair Fares, which provides eligible NYC residents with a 50% discount on subways and/or buses or Access-A-Ride paratransit; and Medicaid, which provides eligible New Yorkers with public health insurance.

The Director will lead a team of analysts that measures these programs with regular and ad-hoc reporting that tracks the achievement of program-level and agency-wide metrics. The director will plan and develop the methodology for high-level analyses on the social, demographic and economic factors that affect the agency’s population and evaluation of the programmatic and fiscal impact of proposed administrative and legislative policy changes to support implementation of the Mayor’s initiatives.

The Director of SNAP, Medicaid, and Fair Fares Performance Management will also:

  • Provide and present executive leadership with management tools, develop reporting to respond to proposed and enacted legislation and legal requests, support on agency operation’s staff, and assist with inquiries from the press and other external stakeholders.

  • Measure the performance delivery and operation of the Agency’s anti-poverty services and initiatives including Family Independence Administration’s program performance, identify variances, and facilitate discussion regarding the progress made in targeted initiatives.

  • Manage staff in the development and maintenance of models and reports, determine appropriate administrative data sources for performance measurement, consult with the appropriate program area directors and staff to understand operational flows, and work with these areas to help them use data to manage their programs.

Work Location: 4 World Trade Center

Work Schedule: Monday to Friday: 9 am to 5 pm.

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
