We are seeking a Director of Custom Application Development to lead our team, define our DevOps strategy, and drive modernization and innovation. Reporting to the Senior Director of DevOps in the OTI Applications division, you’ll oversee technical managers and leads working on critical systems, using the latest technologies and cloud services. Your role includes mentoring staff, promoting innovation, optimizing development processes, and reducing costs in product delivery and maintenance.

About our team: The DevOps team, part of the OTI Applications division, manages and supports over 150 applications, tools, and services essential for the City of New York. These include both public-facing and internal web applications critical for the city's operations and communication with the public. We pride ourselves on employing modern technologies like AWS, Azure, Azure OpenAI, containerization, Elastic, and Azure DevOps across our application portfolio. Additionally, we build and maintain native mobile applications, and we expedite system development by leveraging SaaS products such as Microsoft Dynamics 365, Salesforce, and ServiceNow.

Responsibilities will include:

  • Lead a DevOps team responsible for developing and supporting NYC.gov and CityShare applications.

  • Manage and mentor development managers and senior technical leads.

  • Foster strong relationships with clients, vendors, and other OTI teams.

  • Cultivate a collaborative culture and establish learning paths for team members.

  • Ensure consistency in operational procedures and technical documentation.

  • Streamline CI/CD and automation processes to boost reliability and reduce delivery time.

  • Proactively prevent production interruptions, guiding the engineering support team effectively.

  • Ensure compliance with processes and procedures established by service management teams.

  • Coordinate with project teams for balanced project management and process optimization.

  • Collaborate with other OTI teams to build secure solutions.

  • Manage special projects and initiatives as assigned.

HOURS/SHIFT

Day - Due to the necessary technical management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or evenings

Qualifications

  1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or

  2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or

  3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
