Duties Description Embedded into NYSIF’s PHS-Strategic Application Development team, incumbent of this position will play a key role in conducting the full range of business analysis activities, providing support for NYSIF's critical policy, finance, premium audit and risk control systems as well as any corresponding batch processes. Duties include, but are not limited to:Conduct individual or group interviews to research/gather project requirements, which define User Stories. • Create, distribute, and/or analyze surveys, documents, and wire frames. • Document current and/or future states of business process or function. • Design flow charts and process models to illustrate functionalities. • Develop test data and scenarios, and test systems functions including documentation. • Author procedure manuals and training materials related to business systems implementation for end-system users. • Document business process deficiencies that require resolution during and/or after implementation.
Minimum Qualifications • Reachable for appointment on current Civil Service eligible list used for filling this title; OR• One year of permanent, competitive class service as a Business Systems Analyst 1; OR• One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or Section 70.1 of the Civil Service Law. Titles eligible for transfer to journey level include but are not limited to Admnv Specialist 1, Contract Management Specialist 1, Senr Budgeting Analyst. Please note that in addition to meeting regular transfer eligibility requirements, to be appointed to a journey-level title candidates would also need a bachelor’s degree or higher and two years of professional business analysis experience where your primary duty was performing three of the five following activities:o Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).o Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).o Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).o Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.o Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.Please be advised that the New York State Insurance Fund does not offer sponsorship for employment visas to employees or potential employees. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
