Summary About the Position: Serves as a Program Manager for the New Orleans District (MVN) Program and Project Management Information System (PROMIS/P2) Program, and Supervisor for the Program and Projects Management Division (PPMD) Program Mangement Office (PMO). Responsibilities Provides guidance and quality assurance in the preparation of supporting data, justifications, information papers, and briefings for District leadership and others who brief at program execution meetings and or testify at appropriations hearings. Coordinates with District, MSC, and HQUSACE staff to maintain a comprehensive oversight of the district civil works program. Analyzes large data sets across various databases to ensure accuracy and accomplishment of objectives, timeliness, and acceptability. Reviews, analyzes, edits, manipulates, and consolidates program and budget submission data. Monitors and ensures the accuracy and integrity of budget execution and management reports. Interprets and applies program management regulations, develops, and determines budgetary policies, and implements controls over approved budgets. Reviews authorization and appropriation legislation for impact on district programs and projects. Develops and prepares comprehensive program management data sets, listings, reports, and metrics regarding the status of funds. Provides technical assistance and mentoring on corporate automated information systems (AIS) to functional managers and analysts. Supports development of budgetary strategy for higher level reviews and provides advice and guidance for improvements and anticipates areas of concern. Plans work to be accomplished by subordinates, sets, and adjusts priorities. Prepares objectives and schedules for completion of work, distributes workload to subordinates, reviews work of subordinates for overall conformance with policy and mission objectives. Specialized Experience: One year of specialized experience which includes 1) developing and implementing data analytics tools to improve programs management processes; 2) using analytics to manage large data sets across various USACE automated information systems; 3) working collaboratively with leadership, district/regional personnel, and customers to manage appropriations that govern large-scale, complex Civil Works projects and programs AND; 4) interpreting and applying regulations and policies that govern Civil Works Programs Management development, defense, and execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Ability to Lead or Supervise Administration and Management Data Management Financial Management Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-13 you must have 52 weeks at the GS-12 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
