The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.

The Mechanic 4 performs advanced-level work in the maintenance, repair, and overhaul if mobile equipment including, but not limited to, automobiles, pick-up trucks, bulldozers, cranes, grades, front-end loaders, skid steers, diesel equipment, sweepers, and various other rolling stock items. The incumbent provides a physical effort to accomplish a variety of tasks in the Mechanic Maintenance Department of the FPA-E under the direct supervision of Mechanic Supervisor A. The Mechanic 4 position differs from the Mechanic 3 by the presence of lead-lead worker responsibilities, but also differs from a Mechanic Supervisor A by the absence of direct supervisory responsibility.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Three years of experience as a mechanic.

SUBSTITUTIONS:

Training as a mechanic from a trade school, vocational-technical school, or military school will substitute for the required experience. Training will be credited in six month increments.

To provide assistance and guidance to lower level personnel as needed to accomplish repair work.

LEVEL OF WORK:

Advanced.

SUPERVISION RECEIVED:

Direct from a Mechanic Supervisor or higher level maintenance personnel.

SUPERVISION EXERCISED:

Typically functional over Mechanics, Helpers, and Apprentices.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Mechanic 3 by the presence of lead worker responsibilities.

Differs from Mechanic Supervisor A by the absence of direct supervisory responsibility.

Examples of Work

60% -

  • Performs one or more of the following types of maintenance or repairs as a primary, regular and recurring function of the job; disassembles, diagnoses, overhauls rebuild, and/or repairs heavy equipment or complex systems such as engines, transmissions, pneumatic systems, hydraulic systems, gear reductions systems, electrical systems, suspension systems, brake systems, exhaust emissions control systems, etc.

  • Performs diagnostic tests to locate malfunctions of the various systems by using extensive knowledge of vehicle systems developed through years of experience.

  • Incorporates visual and audible inspection with the use of a wide range of computerized test equipment such as electronic scanners, engine analyzers, dynamometers, exhaust analyzers, oscilloscopes and various other testers and meters, as well as, noncomputerized test equipment.

  • Applies knowledge of how complex electronic systems affect the operation of mechanical systems in order to determine the nature and extent of the repair necessary. Selects the best work procedures to accomplish repair.

30%-

  • Assist the Mechanic Supervisor A in providing instruction, guidance, and assistance to Mechanics 3 and other lower level Mechanics.

  • Assigns portions of work to lower level Mechanics that are assisting in the accomplishment of major repair.

  • Assist in training lower level Mechanics in the field of diesel and hydraulic engine repair.

  • May be required to perform in-field repairs to equipment and to assist in field operations operating equipment.

  • Works with and sets the pace of work for assigned subordinates.

  • Provides quality assurance/analysis on repaired vehicles and equipment.

  • Assures that adequate supplies and equipment is available for subordinates.

  • May operate wrecker/recover truck and transport inoperative vehicles/equipment.

5% -

  • May also be responsible for repair and maintenance of equipment powered by small internal combustion engines such as lawnmowers, string trimmers, outboard motors, etc.

    5%-

  • Filling of new sandbags and handling of sandbags as required.

  • Test driving heavy-duty vehicles for trouble shooting.

  • The incumbent will perform any and all related duties as required or assigned.

  • The incumbent must have a current and valid CDL-A driver's license.

NOTE:

The Southeast Louisiana Flood Protection Authority - East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPA-E's mission is to protect the residents of the east-bank of Jefferson Parish, St. Bernard and the east-bank of Orleans from tidal surge, wind-driven water and river flooding.

In emergencies during Mississippi River flooding and Hurricane/ Tropical storm events, the incumbent will be on call and must report for duty if so required and remain on duty in such situations until released from duty by the Appointing Authority.
