About this position:

The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.

The incumbent will work under the supervision of the Maintenance Foreman, Maintenance Superintendent, Facilities Maintenance Manager A, B or C or the Maintenance Director.

Preference will be given to applicants with experience in Carpentry, Masonry, and/or Concrete Finishing.

NOTE REGARDING THE ADVERTISED PAY:

This position participates in a Career Progression Group (CPG) and may be filled as a [INSERT JOB SERIES HERE]. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.

Minimum Qualifications

QUALIFICATION REQUIREMENTS:

MINIMUM QUALIFICATIONS:

One year of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or as a parks building and grounds attendant.

SUBSTITUTIONS:

Training in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or parks building and grounds work will substitute for the required experience. Training will be credited in six month increments.

NOTE:

Custodial building maintenance is not qualifying.

Examples of building construction trades include cabinetmaker, carpenter, concrete finisher, electrician, HVAC controls technician, HVAC mechanic, ironworker, millwright, painter, pipefitter, plasterer, plumber, refrigeration mechanic, roofer, sheet metal worker, steamfitter, tile setter and welder.

Examples of building maintenance include Maintenance Repairer 1/2, B/G/E Maintenance Repairer 1/2 and Maintenance Repair Foreman.

Examples of repair/maintenance of mechanical equipment include Operating Engineer 1/2, auto mechanic, Mobile Equipment Maintenance Mechanic, Mobile Equipment Overhaul Mechanic and Mobile Equipment Master Mechanic.

Job Concepts

Function of Work:

To make minor repairs to buildings, facilities, grounds, navigational locks, and light equipment/appliances or to perform general maintenance on marine vessels and all related facilities.

Level of Work:

Entry.

Supervision Received:

Close from a Maintenance Foreman, supervisor, or administrator of higher level.

Supervision Exercised:

None.

Location of Work:

All state agencies.

Job Distinctions:

Differs from laborer, grounds maintenance, and custodial jobs by performance of a wide range of basic maintenance and repair responsibilities.

Differs from other maintenance jobs by limitation to basic or minor repairs to buildings, facilities, light equipment, or marine vessels.

Examples of Work

The incumbent will perform the following duties:

25% - Ensure operational ability of each floodgate. This inspection is performed on a regular basis and will include the following:

  • Ensure locking devices are properly lubricated

  • Ensure all painted surfaces are free of rust

  • Ensure gate sills are in working condition for emergency closings

  • Ensure operational ability of all flood valves

  • Ensure all gate seals for wear and adjustment

25% - The incumbent will provide plumbing services, including minor repairs, preventative maintenance and quarterly inspection of flood control valves; and assists with completing valve maintenance inspection reports. Employee will exercise knowledge of plumbing code requirements, actuator operation to open and close valves, and use proper writing skills to document valve inspection.

10% - Incumbent will coordinate work assignments and training for the staff, i.e., Maintenance Repairer l 's, Trades Apprentices, Laborers, assigned to the Maintenance Division.

10% - Perform general repairs to SLFPAE facilities, including but not limited to plumbing, carpentry, electrical, flooring, mechanical, painting and other related fields.

5% - Drive vehicles on and off the levee system as part of daily duties and will assist in flood fighting during emergency situations, including filling and stacking sandbags, loading and/or unloading trailers and any other duties assigned during emergency situations.

The incumbent will perform any and all other duties as required or assigned by other higher-ranking supervisors, directors or administrative personnel.

Note: Incumbent is required to perform other duties as necessary, including but not limited to, emergency/disaster support activities by being on 24-hour call. Incumbent is required to report to work and remain there in case of emergency (hurricanes, storms, or other conditions, which could lead to flooding) until such emergency has subsided and employees are released through orders of the Regional Director. Place and remove stop logs during high water emergencies. Make, place and remove sand bags whenever needed. Place and remove barricades and traffic cones.
