Responsibilities Serves as Chief of a major segment of the Contracting Office with an unlimited warrant and manager of contracting for intermediate, tactical and retail operations, which reside within the DLA Distribution Acquisitions Directorate. Directs the accomplishment of a wide variety of complex procurements that require performance of contracting and purchasing functions. Manages, plans, directs, and oversees day-to-day operations of Contract Specialists, Purchasing Agents and support personnel through all aspects of phases of pre and/or post award contract administration and management activities. Directs Contract Specialists and others in the performance of complex pre-award and contract management processes. Represents the Directorate in internal (DLA) and external (customer and private sector contractor) contacts pertaining to various operational and administrative matters including those with higher level managers (continued next line) and senior customer and contractor/vendor representatives. Manages and guides the work of specialists through subordinate supervisors. Executes mission objectives and functions involving the issuance and administration of complex contracts that enable the military and other agency customers to successfully and effectively perform their assigned operations. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Contract Specialist your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Performing and executing long-term pre-award and/or post-award procurement actions or objectives; - Knowledge of a wide variety of Federal procurement/supply regulations, policies and procedures to accomplish complex actions; - Conducting extensive contract negotiations that address issues related to acquisition. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional Information Position requires DoD Acquisition Contracting, Foundational certification within required timeframes.
