MINIMUM QUALIFICATIONS

Minimum Education

  • Bachelor'sdegreeinAdultLearning, InstructionalDesign,Psychology,HumanResource Development, Education, or a related field.

  • In lieu of a Bachelor's degree, a High School Diploma or General Equivalency Diploma (GED) and four (4) years of professional experience in L&D strategy, designing, developing,planning,delivering,assessingandexecutingcomprehensiveL&Dprograms, project management and budgeting experience may be considered in addition to the below experience.

Minimum Experience

  • Seven (7) years of professional experience in L&D strategy, designing, developing, planning, delivering,assessingandexecuting comprehensiveL&Dprograms. Thisincludesexperiencein project management and budgeting. Also must include four (4) years of managing teams.

Preferred Qualifications

  • Master'sDegreeinBusinessAdministration,Education,HumanResources,InstructionalDesign, Learning and Development, or Organizational Design or Effectiveness

  • ProfessionalHumanResourcesCertificationor Senior ProfessionalHumanResources Certification

  • Excellentinterpersonalskills withdemonstratedexperienceincommunicating,managing and influencing at all levels within a matrix environment.

Summary

The Senior Manager, Learning and Development (L&D) is responsible for the development and execution of L&D strategic initiatives and partners with internal leaders and third-party vendors to leverage and integrate learning programs and resources across the Authority. The incumbent collaborates with people at all organization levels and ensures the achievement of individual, functional and organizational goals. The Senior Manager ensures alignment with strategic business objectives and maintains high quality standards in instructional design and development for all methods of program delivery.

ESSENTIAL FUNCTIONS

Principal Job Duties

  • Leads the development and continuous improvement of a comprehensive learning and developmentstrategy.Ensures strategicalignmentoflearninganddevelopmentwithbusiness goals.

  • Conducts learning needs analysis using both structured and informal methods. Captures requirements acrosstheAuthorityandidentifycurrent andfuturedevelopmentalneedsatthe individual and organizational level.

  • Managesthedesign anddevelopmentofprogramsandcurriculum,andpartnerswithinternal subject matter experts and/or external vendors. Defines training, learning, and development objectives.

  • Refines existing systems and processes and sets up new processes as required; builds and maintainsrelationshipswiththird-partylearning providers.Drivesproductivityandnewtechnology usage/implementation.

  • Develops and implements a comprehensive communication strategy for learning and developmentprograms.Aligns learninganddevelopmentcommunicationthatproduces a meaningful and cohesive message.

  • Manages the daily activities of direct reports. Oversees assignment of projects, validation of requirements,quality ofwork,andintegrationofinterestsandperspectivesfromallclient groups, stakeholders and partners.

  • OptimizestheoperationsoftheLearning ManagementSystemtoservethefuturelearning needs of the organization.

  • Collaboratesandmanages L&Dconsultingpartners forleadershipdevelopmentprogramsand ensures effective leadership development programs at all levels.

  • Designsanddelivers remoteandlocal trainingsessionsusing differentlearningformats and, where appropriate, cooperates with external partners.

  • Organizesandanchors theNewEmployee Orientationprogramtoenableacculturationofnew hires.

  • Staysabreastofthelatest developmentsinlearning trends,changesinlearningtheory, and developments in learning technologies.
