Job Description

The Washington Metropolitan Area Transit Authority (WMATA) is seeking a dynamic Procurement Business Systems Analyst I to join our team. In this role, you'll be instrumental in optimizing procurement processes and supporting system integrations across the Authority. With expertise in PeopleSoft Financial Systems including Supply Chain Management and PeopleSoft EPM, you¿ll act as a key liaison between business and IT teams, resolving technical issues and driving operational efficiency. Your work in process analysis, requirements gathering, system testing, and data reporting will enhance decision-making, improve budget management, and ensure system functionality, all while supporting Procurement and Materials mission to deliver high-quality procurement services for WMATA¿s transportation needs.

Minimum Qualifications

Education

  • A Bachelor's degree in Business Administration, Computer Science or related field with business analysis and information system/technology

Experience

  • Four (4) years of experience in business analysis and process design in Procure-to-Pay application systems; analysis and development of automated procurement systems. Must have proven proficiency and experience with Oracle PeopleSoft Financials and Supply Chain Management application modules version 9.1 or higher

Summary

The Procurement Business Systems Analyst I is a responsible, highly technical, analytical, confidential, professional level application software and business functional analytical position in the Office of Procurement and Materials (PRMT). This incumbent is responsible for business process analysis, process definition and changes to procure-to-pay functions. The incumbent acts as a liaison with the Information Technology (IT) team for the Authority-wide applications that impact PRMT internal and external users, for both technical and business functional issues. The Procurement Business Systems Analyst I serves as a subject matter expert in these areas. This work involves the extensive use of PeopleSoft Financial System (FIN) application modules to include Supply Chain Management, PeopleSoft EPM and PeopleSoft Query tools. The incumbent documents, maintains, troubleshoots, monitors and debugs application software. This incumbent further provides analytical support for a variety of professional functions related to the development and administration of PRMT programs and services. The Analyst I also provides data analysis and system support for all of PRMT¿s administrative and management activities.

Essential Functions

  • Serves as a functional support analyst for PRMT regarding all direct and integrated automated systems.

  • Provides process analysis and reports findings for changes and improvements.

  • Assists with the coordination and monitoring of major system development, enhancement and replacement projects. Assist with project status and progress reports. Gathers business requirements and develops functional requirement documents. Tests new processes and applications in both production and non-production environments. Performs acceptance testing for all PRMT application system changes implemented by IT team.

  • Performs a variety of independent activities involved in the collection, analysis, documentation and interpretation of procurement contract management information.

  • Performs data analysis and generates monthly reports for PRMT using Structured Query Language (SQL) tools and Microsoft (MS) Excel.

  • Serves as a liaison between Procurement and IT to implement new and redefined business processes, related to Procure-to-Pay (PTP) applications and processes required fixes and patches to the PTP (Procure-to-Pay) applications for data and application related issues.

  • Serves as functional system support analyst in assisting PRMT management for all administrative activities related to PRMT staff management; and annual budget using Supply Chain Management, PeopleSoft EPM and Financial applications.

  • Coordinates with integrated applications, including Accounts Payable, Commitment Control, Project Costing, Inventory and Maximo to improve business process efficiencies, work flows and system enhancements per Washington Metropolitan Area Transit¿s (WMATA) standards.

  • Interacts regularly with end users, troubleshoots, production level issues related to procurement applications and security access for all PRMT users. Also provides continuous user improvements to all aspects of design and processes.

  • Serves as a functional point of contact for procurement in clarifying user questions and requests.
