Overview
Rutgers University Behavioral Health Care (UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout New Jersey. UBHC's 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout New Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school. Specialty services include the New Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In FY2016, UBHC treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the New Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year.
Posting Summary
Rutgers, The State University of New Jersey is seeking a Research Teaching Specialist I for the Institute for Health, Health Care Policy and Aging Research Department within Rutgers University Behavioral Health Care.The primary purpose of the Research Teaching Specialist I is to serve as the lead statistical resource for large, complex health services research studies funded by the NIH and other competitive funders, as well as the State of New Jersey and the Robert Wood Johnson Foundation. Under the direction of the Director of the Center, the Associate Director for Data & Analytics and/or Principal Investigator, the incumbent designs and conducts highly specialized technical research. The incumbent supervises a junior member of the analytic staff; contributes to project and resource planning; understands and keeps abreast of all federal state, agency, grant, and center standards for ensuring human subjects privacy protection; and collaborates with other members of the investigative team to develop rigorous scientific projects that avance the Center's mission of informing state health policy and expand the Center's research portfolio. This position will also contribute to the scientific advancement of the Institute for Health's Survey Data Core.Among the key duties of this position are the following:
  • Acts as a senior statistical and methodological resource to support workflow procedures to a large and complex program of research including the projects using the NJ Medicaid claims and encounter data.
  • Contributes to strategic analytic projects between IFH and RWJBarnabas Health, specifically those including analysis of Electronic Health Record (EHR) data.
  • Supervises at least one current junior analytic staff member, including completing performance evaluations.
  • Works with the Associate Director of Data and Analytics to recruit and train additional full-time analytic resources for the team.
  • Maintains quality of deliverables and aligns work with project goals.
  • Applies and interprets appropriate statistical modeling methods; develops and maintains analytic workplans and documentation; and participates in the preparation of results for journal publication.
  • Conducts scientific literature reviews to inform research methodologies relevant to Center projects. 8. Contributes to strategic analytic projects between IFH and RWJBarnabas Health, specifically those including analysis of Electronic Health Record (EHR) data.
  • Develops and updates documentation for methodological best practices.
  • Provides technical training and mentorship, as appropriate, to junior members of the research team as well as graduate and part-time research assistants; develops and manages project workplans; and provides technical and methodological guidance to faculty researchers.

Qualifications

Minimum Education and Experience
  • A PhD in a relevant science (Biostatistics, Epidemiology, Health Informatics, Public Health, or other social science) or a Master's Degree in a relevant science plus three (3) or more years of related research experience required.
  • Experience with biostatistical methods appropriate to health services research studies.

Preferred Qualifications
  • Experience with classroom instruction and leadership and/or supervising the work of other analytic team members.
  • Experienced in the use of Medicaid, Medicare, private insurance claims data, electronic health record data and data linkages of very large datasets.
  • Experience with large database management.
  • Advanced expertise in application of SAS to biostatistical analysis of health services research data to address health services research questions, with multiple years of analytic experience using SAS. Familiarity with SQL.
  • Experience developing and writing funding proposals.
  • Experience in drafting dissemination products for a variety of audiences, including scientific peers, health policy leaders, clinicians and providers as well as patients and families.
  • Experience with analytic methods for analysis of healthcare episodes in healthcare claims data, including definition of index events, construction of lookback periods, and longitudinal analysis of outcomes within episodes. Experience with analysis of healthcare utilization with integration of geographically based data with individual level healthcare datasets to support multilevel analyses.
  • Knowledge of health services research methods applied to behavioral health studies.
  • Excellent communication, interpersonal and multidisciplinary project skills.
  • Detail-oriented, entrepreneurial, adaptable, and innovative.
  • History of successful collaborations on complex projects with multiple stakeholders.
  • Demonstrated record of productivity as first author on one or more scholarly peer-review publications.
  • Demonstrated ability to perform research tasks in a fast-paced academic environment.
  • Experience in developing federal funding applications, including drafting of relevant funding application sections.
  • Performs other related duties as assigned.
