Craven County Government Training and Development Coordinator (11028) in New Bern, North Carolina

rimary Purpose

An employee in this class is responsible for administering the training and development program function of the Human Resources Department. Work involves developing and delivering training and development programs in areas such as, but not limited to, supervisory skills, recruitment, selection, discipline, diversity, EEO training, compensation, employee relations, safety, soft skills, technology programs, personally identifiable information, and county policies. Work also involves coordinating external training activities and employee development activities. Work is performed under the general supervision of the Human Resources Director and is evaluated through the observation of work, review of reports, and training program outcomes.

Essential Functions
  • Conducts long-range planning for training and development needs to include annual training needs assessments. Consults with supervisors, department heads, the Human Resources Director, and others to determine training needs for identified performance or organizational problems. Advises on and implements appropriate learning solutions.
  • Researches, develops, updates, and delivers customized professional-quality training and development programs, presentations, and materials designed to improve individual or organizational performance. Provides in-person, virtual, interactive, and static training options.
  • Develops training and development materials such as training curricula, workbooks, manuals, guidebooks PowerPoint presentations, video presentations, factsheets, training exercises, handout materials, registration materials, sign in sheets, evaluation sheets and training certificates.
  • Coordinates and conducts new hire orientation process; explains HR policies, organizational culture, and other assigned topics; provides back up for presenters who are unavailable.
  • Provides leadership development training programs for supervisors and aspiring leaders.
  • Coordinates internal and external training and development programs to include logistics, promotion, registration, and evaluation. Markets and promotes training and development programs to encourage employee participation.
  • Develops and regularly updates a training and development resource library to include training resources available to employees to include e-learning, Learning Management System (LMS) programs, and self-paced programs. Promotes a continuous skill and knowledge improvement and learning culture.
  • Routinely evaluates training and development programs for effectiveness to include developing evaluation criteria, obtaining participant evaluation feedback, and cross-checking learning with skills and abilities.
  • Manages training and development program budget to include budgeting, purchase orders, negotiating and coordinating training contracts with service providers, reviewing processing, and tracking invoices.
  • Locates and evaluates trainers and training materials from internal and external sources; designs and conducts training sessions.
  • Develops, maintains and communicates annual and monthly training and development schedules.
  • Coaches managers and employees with regard to career development strategies and techniques.
  • Documents course completion as appropriate utilizing HRIS systems. Maintains training and development records and documentation.
  • Establishes and maintains contact with professional associations, colleges/universities, and other resource agencies to keep knowledge of training techniques and technologies current.
  • Represents Craven County Human Resources at career fair, job fairs and other related community events. Serves as lead human resources team member to plan and coordinate employee recognition and appreciation events such as annual employee services awards, the annual employee picnic, jeans day fundraisers for nonprofits, food drives and holiday events.
  • Coordinates and manages the employee retireme t gift program to include budgeting, eligibility verification, contacting retiring employees regarding gift selection, purchasing gift, coordinating payment processing, maintaining records and gift pickup or delivery.
  • Coordinates and manages the education and certification incentive program to include promotion of program, processing of request and payment forms, verifying program and payment eligibility, payment processing, develops, monitors and tracks program budget expenses.
  • Leads the employee wellness committee and development and distribution of the bimonthly employee newsletter.
  • Responsible for employee intranet content related to Employee Spotlight, Wellness, and Training and Development.
Minimum Education and Experience

Bachelors degree with major coursework in human resources, talent and development, organizational development, adult education, sociology, psychology, or public administration and considerable experience in adult training/teaching experience in a professional setting with demonstrated capacity to design training and performance improvement program. A masters degree, experience managing others, training/human resources professional certification (CPTD, APTD, PHR, SPHR, SHRM, IPMA) and local government experience preferred.

Thorough knowledge of the philosophies, principles and practices of public human resources training and development and employee relations; thorough knowledge of adult learning methods, thorough knowledge of principles and methods for curriculum and training design and measurement of training objectives; thorough knowledge of leadership and management principles, thorough knowledge of supervisory practices and techniques, advanced knowledge of Microsoft Office programs necessary for the development of training materials, thorough knowledge of research, data analysis and presentation techniques; thorough knowledge of current federal and state laws and regulations applicable to public employment; ability to be self-directed and proactive with seeking and meeting training needs, ability to assess training needs and develop necessary training programs; ability to establish and maintain effective relationships with county officials, employees and the general public; ability to communicate effectively in oral and written form; excellent presentation skills required. The position requires excellent organization, presentation, analytical, problem solving, and facilitation skills with the ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar.

Additional Information

May be required to serve during times of disaster. Serves as back up to the Safety and Risk Management Coordinator. Performs related work as required.
