Position Summary/Description:

The University’s Director of Report and Response is responsible for overseeing the University’s initial response to reports of prohibited conduct under policies EOC enforces, including, but not limited to, the Policy on Prohibited Discrimination, Harassment and Related Misconduct, the Policy on Prohibited Sexual Harassment Under Title IX, the Workplace Violence Policy, and the Nepotism and Interpersonal Relationships Policy. The Director of Report and Response has oversight of and responsibility for the University’s response to such reports outside of the formal adjudication process, under the supervision of the Associate Vice Chancellor for Equal Opportunity and Compliance/Title IX Coordinator.

The Director of Report and Response reports to the Associate Vice Chancellor for Equal Opportunity and Compliance/Title IX Coordinator. The Director will assist the University of North Carolina at Chapel Hill in achieving its goals of providing an open, diverse and inclusive learning and working environment by leading the University’s response efforts related to reports of prohibited conduct. This position directly supervises the Report and Response Managers.

The duties of the Director include, but are not limited to:

  • Strategic leadership of institutional efforts aimed at compliance, awareness, education and response, both as part of the Equal Opportunity and Compliance Office and in partnership with other units on campus;

  • Leadership of the University’s response efforts;

  • Day-to-day management of the University’s timely response to complaints of prohibited conduct, including sexual assault or sexual violence, sexual exploitation, interpersonal violence, stalking, protected-status discrimination and harassment, retaliation, workplace violence, and improper relationships between employees and students;

  • Supervision of the Report and Response staff;

  • Exercise independent judgment in assessing reports for appropriate immediate and near-term action, including referral to appropriate threat assessment body and other campus resources;

  • Conduct alternative resolutions of reports to the EOC Office;

  • Provide trainings across campus on topics related to EOC Office policies, including both group and one-on-one training;

  • Provide education as required post-adjudication of complaints;

  • Serve as point of contact for parties, advocates, and support persons engaged in EOC Office processes; and

  • Represent the AVC / TIXC in campus meetings, including with campus leadership, as directed.

Education and Experience:

Prior supervisory experience is preferred. Recent training from NACUA , SUNY , or other similar entity in Title IX compliance preferred. Prior experience or training in behavioral threat assessment preferred.

Essential Skills:

A minimum of three years of progressively responsible experience in equal opportunity/non-discrimination law enforcement, student conduct, or employment/Title IX investigation or response. Must have demonstrated and applied knowledge of and the ability to interpret federal and state equal opportunity and non-discrimination laws and regulations and experience in resolving or investigating complaints. The successful candidate must have strong organizational, planning, analytical and problem solving abilities; demonstrated ability to communicate effectively both orally and in writing; excellent interpersonal skills; and the ability to handle confidential and sensitive situations with diplomacy and objectivity. Ability to work in a diverse environment and to work effectively with individuals from all levels within the organization. Must be able to work collaboratively with other University offices such as: Office of University Counsel, Office of Human Resources, and the Office of the Dean of Students. Must be able to maintain and demonstrate neutrality between parties. Must be able to effectively manage a high-volume case load and have the demonstrated ability to prioritize competing obligations. Must have excellent judgment and ability to exercise independent decision-making. Must have ability to supervise. Must have the ability to translate complex policy and regulations to diverse audiences across campus. Prior experience in Title IX and EEO compliance is required.

This role may have opportunities for hybrid work, but this position is primarily responsible for ensuring in-person report and response coverage in the EOC and is expected to be available to be on-site during all business hours and occasionally on weekends/after business hours. Must be able to work in person in the EOC Office and at EOC /Division events.
