Naval Supply Systems Command SUPERVISORY MANAGEMENT & PROGRAM ANALYST in Naval Support Activity, Pennsylvania

Summary You will serve as a SUPERVISORY MANAGEMENT & PROGRAM ANALYST in the Consolidated Card Program Management Division of CNSSC OPERATIONAL SUPPORT FIELD. Responsibilities You will formulate, develop, establish and implement DON Purchase and Fuel Card policies and procedures. You will supervise the DON Fuel and Purchase Card teams which consists of civilians and contractors. You will serve as the Contracting Officer Representative overseeing the DON’s Vendor Bank for Purchase Card. You will be the DON Component Program Manager for the Purchase Card. As the CPM, you are responsible for day-to-day oversight and operational management, roles and responsibilities are outlined in the OPNAV INSTRUCTION 5450.349A. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:performing technical, analytical and program manager work that demonstrates an applied knowledge of the purchase card program principals and techniques to include financial management, contracting and training requirements. You have experience providing training on the purchase card program. You have experience evaluating studies and developing new methods and procedures to measure program accomplishments. provide guidance and advice to employee on work and administrative matters. Examples of specialized experience may include the following: 1) Conduct policy reviews and support Department Of Navy (DON) charge card program management audits; 2) Review and verify contractor invoices within required timeframe and enters service entry sheet in Navy Enterprise Resource program to ensure prompt payment; 3) Maintain ongoing assessment of the electronic charge card posture to ensure digital data program remains focused from planning through implementation; 4) Manage day to day operational issues to include the resolution, monitor purchase card program policy , customer support, establishment of management controls and training requirements.
