Responsibilities Serve as a Division Director and Acquisition Chief, Depot Level Repairables Procurement Operations at DLA Mechanicsburg. Direct, plan and organize the acquisition functions which involve pre-award, post-award and contract administration management processes. Coordinate with integrated and supplier support teams, administrative, legal office and technical and support organizations. Execute decisions and ensure consistency of the interpretation and the implementation of procurement process policies and procedures. Manage major procurement programs and has oversight of subordinates professional acquisition training, certifications and contracting warrants are kept current. Resolve complex and unprecedented situations and take measures to resolve critical areas. Contracts awarded and administered are for systems, equipment, spare parts and assemblies and weapon systems. Formulate and advise on long-term logistics and acquisition objectives and priorities. Coordinate acquisition operations across a broad spectrum of activities. Provide guidance to the leadership team to shape the organization's operational programs, policy, and direction. Represent acquisition programs to top agency management and other agency executives, high-level executives of DoD components, and the military services. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: A. Basic DoD 1102 Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DAWIA Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyze and evaluate application of acquisition processes and procedures. Analyze difficult contracting issues and identifies alternative courses of action. Modify standard contracting procedures and terms to satisfy specialized requirements. Solve a variety of contracting problems, including those requiring significant departures from previous approaches. Initiate, develop and recommend contracting policies and procedures for the guidance and control of subordinate contracting activities. Evaluate and recommend disposition on requested waivers to statutory requirements. Review, evaluate and provide specific guidance concerning contracting policies and procedures relative to Government facilities, special tooling, special test equipment, component breakout, warranties, recovery of non-recurring costs, high dollar spare parts breakout program, industrial preparedness, production planning and inter-departmental coordinated procurements. Develop position papers relating to various phases of contracting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
