Summary You will serve as a NUCLEAR ENGINEER in the Fleet Radiological Engineering and Materials Branch (Code 2360.7), Fleet Maintenance and Radiological Support Division (FMRSD) (Code 2360), Nuclear Engineering and Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD. Responsibilities You will be responsible for developing work instructions and procedures necessary to support engineering projects. You will be a point of contact for questions concerning materials or work practices. You will review drawings, specifications, and other technical documents prepared by the Nuclear Support Facility Planning Yard. Incumbent manages Resolution of Liaison Action Requests (LARs) and Quality Deficiency Reports (QDRs). Performs radiological engineering consultation and conducts in-depth investigations. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in health physics aspects of the radiation exposure reduction program for nuclear reactor plant repair and maintenance and associated work sufficient to plan, organize, and ensure effective implementation and maintenance of radiation and radioactivity control with respect to the minimization of personnel exposure in the course of work performance. Experience in adult learning models, planning and design of effective training, and an understanding of evaluation processes sufficient to conduct and/or oversees evaluation and statistical analyses, develop, review, and revise instructional materials for courses or occupations in accordance with specific learning objectives. Experience applying, instructional system design processes sufficient to review, and revise instructional materials for courses or occupations in accordance with specific learning objectives. Experience in Radiological Controls Manual Requirements and the Corporate Nuclear Power Manual chapters. Experience developing, reviewing, and revising radiological controls instructional materials for courses or occupations. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS 9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience conducting projects to design, develop, analyze, and evaluate new processes, systems or techniques to advance procedures that affect radiological emergency operations, and/or facilities at naval shipyards performing nuclear work. Experience identifying possible emergency situations, develop plans, issue specific detailed casualty procedures, and provide technical direction to deal with anticipated consequences of, and recover from radiological emergencies or incidents associated with naval nuclear plant operations, should they occur. Experience applying concepts, principles, theories, techniques, and practices of nuclear engineering, nuclear reactor plant design, operations, materials, and related fields of engineering. Experience reviewing technical procedures and work practices employed in radiological emergency responses in order to adjust training methods and materials to be in consonance with actual response operations. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
