Naval Facilities Engineering Command ENGINEERING TECHNICIAN (CONSTRUCTION) in Naval Shipyard, Virginia

Responsibilities You will oversee the review of the contractor's quality assurance management program for compliance to contract specifications. You will manage projects for construction, renovations, and improvements to facilities. You will advise managers on technical aspects of engineering systems to discuss and resolve difficult problems. You will resolve problems to ensure safety requirements are satisfied in accordance with established regulations and standards. Requirements Conditions of Employment Qualifications To qualify for GS-09: Your resume must demonstrate at least one year of experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. 1) Evaluate contractor's quality control efforts adhere to contract requirements 2) Review contractor daily production/quality control reports and document any discrepancies 3) Assist in coordination of road and utility outages to support construction efforts 4) Review and validate contractor's invoices in support of authorizing progress payments. To qualify for the GS-10: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing, assessing and resolving complex and diverse construction and design problems encountered during the performance of projects assigned; 2) assisting the construction engineer on technical situations requiring extensive knowledge of engineering practices and construction methods; 3) Reviewing project plans and specifications prior to contract award for technical soundness, compliance with requirements and to determine practicability from a construction management standpoint; 4) Utilizes construction project scheduling software to track the progress of assigned projects; NOTE: This information must be supported in your résumé to be considered for the position.
