Commander, Navy Installations SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in Naval Base, Virginia

Summary You will serve as a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in the COMMANDER NAVY INSTALLATIONS COMMAND of NAVSTA. Responsibilities You will conduct formal on-site inspections and evaluations of facilities, industrial shops, and construction sites for compliance. You will serve as safety consultant to all levels of management of the serviced organization. You will advise management and workers on safety requirements and potential accident-causing situations and methods/techniques for preventing accidents. You will maintain the safety of employees using knowledge of occupational safety and health policies, directives, regulations, protocols and requirements. You will execute and Installation-wide safety and occupational health programs and support senior staff. Requirements Conditions of Employment Qualifications GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector: 1) Serving as safety consultant to all levels of management or organization; 2) Knowledge of safety and occupational health principles, practices, procedures, and regulations applicable to the performance of a full range of safety management responsibilities on a military installation and the planning; 3) Providing technical safety training to workplace supervisor and employees using a wide variety of materials, publications, exhibits and visual aids; and 4) Interpreting safety and occupational health principles, practices, procedures, and regulations applicable to the performance of a full range of safety management responsibilities on a military installation and the planning, organizing, directing, operating, and evaluation of a safety program. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector: 1) Identifying hazards and assess their potential harm to employees and provide technical assistance to managers and supervisors; 2) Performing inspections as member of a team of higher graded specialists assigned to an office to determine compliance with safety and occupational health laws and regulations; 3) Conducting verbal entrance and exit briefings with managers, supervisors, and work leaders prior to and after surveys and/or inspections to explain the purpose and scope of inspection and pertinent safety and occupational health regulations; and 4) Surveying and/or inspects material handling, storage, maintenance, transportation operations, and support facilities for the purpose of determining adherence to established safety practices and program requirements. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: FOR GS-11: Successful completion of a Ph.D. or equivalent doctoral degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Successful completion of an LL.M. degree that is related to the position being filled. FOR GS-09: Successful completion of a master's or equivalent graduate degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree in safety or occupational health fields (safety, occupational health, industrial hygiene) or a degree in other related fields that included or was supplemented by at least 24 semester hours of study form among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
