Naval Facilities Engineering Command PRODUCTION DIVISION MANAGER in Naval Base, Virginia
Summary You will serve as a PRODUCTION DIVISION MANAGER in the PRODUCTION DIVISION (PRW3) of NAVFAC ENGINEERING CMD MID-ATLANTIC. Responsibilities You will control and coordinate all operations within the Production Division by using a broad knowledge of operations management and metrics to execute a full spectrum of operations and maintenance functions. You will determine and allocate resources to achieve goals for the Division and meet effective execution of program/tasks assigned. You will continuously monitor the effectiveness of operations from the standpoint of overall productivity, costliness, timelines, material used and outcomes of services provided, making changes as appropriate. You will track and review all financial expenditures with subordinate managers ensuring adherence to established budget controls and implements corrective action as necessary to meet these controls. You will determine the best strategy or solution for resolving budget and personnel shortages in order to meet goals and objectives and execute long range staffing needs, including input on such matters as whether to contract out work elements. You will ensure all applicable NAVFAC MIDLANT policies, rules and regulations on safety, EEO, and negotiated labor agreements are applied and enforced. You will ensure adherence to and compliance with all applicable safety programs such as safety standard operating procedures (SOPs), safety training, required physicals and certifications are fully supported, implemented, timely, and remain current. You will implement solutions to affect productivity, eliminate or reduce significant problems, promote team building, ensure safe work practices, assure technical quality and relevance, and improve business practices. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Assisting and/or managing, controlling, and coordinating day-to-day operations of all facets of operations and maintenance within the Public Works Department; 2) Providing expert level communications (written and oral) and presentations to higher level leadership; 3) Assuring quality and timeliness of facilities-related work while incorporating best business practices and a focus on process improvement and problem solving; and 4) Providing expert level advice and instructions to both technical and administrative matters concerning the production department. However, there are regular and recurring field inspections, site visits, investigations, or surveys in which there is a considerable amount of walking over rough, uneven surfaces, and around or over building materials, excavation sites, and heavy equipment. The work also requires some stooping, bending, climbing, and lifting/carrying light objects. No special physical effort or ability is required to perform the work. Work is performed in an office environment with some field investigation and travel required. Job site visits include exposure to risks associated with these types of work such as adverse weather, high noise, dust, confined spaces, and other typical construction and industrial hazards. The use of personal protective equipment is required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
