Naval Facilities Engineering Command HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT) in Naval Base, Virginia

Summary You will serve as a HUMAN RESOURCES SPECIALIST in the MIDLANT, NORFOLK, VA of NAVFAC ENGINEERING CMD MID-ATLANTIC. This is a RE-ADVERTISEMENT of Announcement Number: ST-12525206-24-VMF. Responsibilities You will advise customers on human resources regulations (e.g., Title 5, U.S. Code, Office of Personnel Management [OPM]). You will manage user and customer accounts in a talent acquisition system (e.g., USA Staffing, DCPDS, TWMS, and similar system) to extract and compile data in managing new hires accounts. You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will write job aids, bulletins, standard operating procedures (SOPs), other communications to provide human resources guidance for customers and staff. You will assist new hires with onboarding, answering questions on pay setting, incentives, time-in-grade, etc. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising management on complex recruitment, placement, and affirmative employment issues and problems; 2) Using a wide range of HR specialization concepts, practices, regulations, precedents, and procedures; special recruiting authorities (VRA,CPS, Schedule A, etc.) and strategies; 3) Communicating and providing advice regarding the administration of pay laws, rules, and regulations including recruitment, relocation and retention issues; and 4) Developing and reviewing job announcements, provides recommendation for changes and, advises managers on conducting job analysis, interview and selection processes.
