Military Sealift Command CONTRACT SPECIALIST in Naval Base, Virginia

Summary You will serve as a CONTRACT SPECIALIST in the Contracting Department (N10), Ship Repair and Fleet Support Division (N104) of MILITARY SEALIFT COMMAND. Responsibilities You will serve as Contract Specialist/Contracting Officer responsible for the award and administration of contracts for ship maintenance, repair and alteration, engineering services, supplies and equipment. You will be responsible for pre-award and post-award functions involving highly specialized contracts. You will perform procurement actions to ensure timely award and administration. You will reassign work within the branch and/or department to ensure services are rendered to meet MSC's operational commitments. You will develop and maintain systems to evaluate and monitor contractual performance related to post-awards. You will establish, clarify and/or reinforce all MSC contracting guidance in areas that are deficient. You will develop and implement policies, procedures and guidance on all Ship Repair related contracting issues. You will be responsible for the accomplishment of cradle to grave ship repair acquisition procurement functions, Indefinite Delivery Indefinite Quantity (IDIQ) contracts, and ship class supporting contracts. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, to qualify for the CONTRACT SPECIALIST, GS-1102-13, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience leading and performing ship repair procurement planning and develop the contractual strategies for the overall ship repair acquisitions and their Long Lead Time Material. Experience planning, developing, and establishing the contractual strategy for Branch ship repair contracts including pre-negotiation position, contract type, negotiation authority, preparing justification and evaluation of bids and proposals when providing guidance to source selection members. Experience evaluating and monitoring contractual performance related to post-award procedures on complex ship repair contracts to ensure compliance and to preclude unauthorized changes or alterations in contract provisions. Experience establishing, clarifying and/or reinforcing all MSC policies, procedures and guidance related to all Ship Repair contracting issues. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
