Naval Sea Systems Command DIRECTOR OF CYBERSECURITY UNDERSEA WARFARE COMBAT SYSTEMS in Naval Base Newport, Rhode Island

Summary You will serve as the DIRECTOR OF CYBERSECURITY UNDERSEA WARFARE COMBAT SYSTEMS of Naval Undersea Warfare Center Newport, Rhode Island. Responsibilities You will build relationships and work with all Navy Cyber Security activities providing leadership across cyber communities of interest and practice. You will support the Cyber Lead/Technical Authority and Cyber Security Council. You will serve as a top advisor supporting cybersecurity Integrated Product Team efforts. You will establish relationships with external sponsors to assist them in the development of cyber-related policy and acquisition strategy. You will directly participate in laboratory activities by providing direction and oversight of all technical work, actively participating in concept development, critiquing designs and implementations. Requirements Conditions of Employment Qualifications The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1.Ability to provide national leadership to develop, influence, and implement cybersecurity policies and processes that will address key programmatic Department of Navy (DON) and Department of Defense (DoD) cybersecurity needs and challenges. 2. Broad knowledge of Cybersecurity Science & Technology, including the application of new technologies to solve cybersecurity challenges. 3. Ability to provide authoritative technical direction with respect to the integration of Cybersecurity solutions in the development of Navy combat systems, including requirements definition, systems and mission engineering, Research, Development, Test and Evaluation (RDT&E), modeling and simulation (M&S), training, and Fleet engagement. 4. Expert knowledge in identifying cybersecurity vulnerabilities and providing immediate mitigations for the Fleet while building solutions into the system development process. 5.Ability to improve the cybersecurity competence of DIVNPT's cybersecurity practitioners, as well as technical / organizational leadership and the engineering community. 6. Ability to provide technical and organizational expertise to build the knowledge, skills, abilities, processes, tools, and facilities to establish NUWCDIVNPT as a Cybersecurity Center of Excellence. 7. Ability to provide Cybersecurity Technical Subject Matter Expertise in computer network attack, defense, exploitation and operations; infrastructure vulnerabilities; reverse engineering; systems integration and interoperability; multi-level security; kill chain; vulnerability assessment; gap analysis, risk analysis, and cyber ranges. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: For 08XX Professional Engineering Series: A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or (II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or (IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) OR For 1520 Mathematics Series: A. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in mathematics.-or-B. Combination of education and experience -- courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics), as shown in A above, plus appropriate experience or additional education. OR For 1550 Computer Sciences Series: A. Bachelor's degree in computer science or B. Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable. Additional Information Senior Scientific Technical Manager (SSTM) positions are positions which exceed the ND-05 (GS-15) level. SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert.
