Summary You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/LABOR RELATIONS) in the COMMAND OPERATIONS DEPARTMENT AND HUMAN CAPITAL MANAGEMENT DIVISION of FLEET READINESS CENTER SOUTHWEST. This position provides advice concerning labor and employee relations to management and works with the local Labor-Mangement Partnership Team. The duty location for this position is Naval Air Station, San Diego, CA. If hired your salary will be: GS-11: $82,633 - $107,421 GS-12- $99,044 - $128,752 Responsibilities You will act as a management advisor for labor relations issues in organizations with a wide variety of employees. You will deal with relationships between management and unions, which may include difficult and adversarial relations. You will act as technical advisor on controversial and complex Unfair Labor Practices and grievances. You will provide advice and assistance in the area of discipline, adverse actions, grievances, employee counseling and related functions. You will interpret facts and events and identify aggravating or mitigating factors relevant to cases. You will conduct systematic strategies to develop management interests and respond to union interests at the bargaining table. You will ensure official case files are properly maintained in accordance with all regulatory guidance to support proposed or final actions. Requirements Conditions of Employment Qualifications For the GS-0201-11 applicants: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing formal and informal assistance on administering a program under employee relations to include, but not limited to, non-disciplinary actions, disciplinary actions, and adverse actions; 2) Assisting in providing formal and informal training on all aspects of employee and labor relations programs; 3) Monitoring legislative and regulatory changes in employee relations in order to identify required changes in regulations, policy or instruction; 4) Reviewing employee and labor files and discussing with team members, supervisors, managers, and identify any potential union concerns; 5) Demonstrating a thorough understanding of FLRA, MSPB, EEOC laws, regulations, policies and Federal HR management concepts, practices, analytical and diagnostic methods and techniques; 6) Identifying and drawing conclusions and/or resolving complex interrelated employee and/or labor relations issues; and 7) Mediating and disputing resolution principles and applications. For the GS-0201-12 applicants: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing extensive formal guidance and advising on administering an employee relations program to include, but not limited, to non-disciplinary actions, disciplinary actions, and adverse actions; 2) Creating and disseminating formal and informal training on all aspects of employee and labor relations programs; 3) Recommending changes in employee relations, based on legislative and regulatory, in order to identify required changes in regulations, policy or instruction; review employee and labor files; 4) Discussing potential solutions with supervisors, managers, and researching potential union proposals; 5) Demonstrating a thorough understanding of FLRA, MSPB, EEOC laws, regulations, policies and Federal HR management concepts, practices, analytical and diagnostic methods and techniques; 6) Identifying and drawing conclusions and/or resolving complex interrelated employee and/or labor relations issues, and 7) Mediating and disputing resolution principles and applications.
