Naval Sea Systems Command TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in Naval Air Station Oceana, Virginia

Summary You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the RS20 Division of NAVAL SURFACE WARFARE CTR CORONA DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $136,323). Responsibilities You will manage projects and coordinate with Host Commands and NSWC Corona in support of Environmental, Safety, and Occupational Health (ESOH) on the Tactical Training Ranges (TTRs). You will use the full range of project management knowledge, skills, and abilities to develop and manage all stages of the ESOH program execution with Navy Continuous Training Environment (NCTE) Contract technical oversight. You will interface between the TTRs, NSWC Corona Command, and Host Commands to support ESOH compliance and inspection projects to support Fleet training objectives. You will apply ESOH management policies, regulations, standards, and operation directives sufficient to plan, develop and implement programs to fulfill. You will utilize knowledge of ESOH regulations, procedures and tracking systems to develop plans, evaluate contract procedures, and perform contractor surveillance. You will identify and track appropriate personnel training and report to Host Commands and NSWC Corona. You will utilize NCTE procurement processes and support the NCTE Contracting Officer Representatives to address ESOH compliance and requirements for contractor and government operations. You will support NCTE program budgeting functions for Site related projects. You will work with Fleet funding sponsors to develop funding requests for execution. You will provide support duties to other Site Management projects and personnel. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing and coordinating projects to ensure compliance and support fleet training objectives, while overseeing program execution and enforcing regulations for the enhancement or improvement of an Environmental, Safety, and Occupational Health program.
