Commander, Navy Installations Management and Program Analyst in Naval Air Station Jacksonville, Florida

Summary This position is located within Commander, Navy Region Southeast (CNRSE) and reports to Quality of Life (QOL) Regional Program Director (RPD). The incumbent is designated as the Management and Program Analyst, providing managers with objectively based information for making decisions on the administrative and programmatic aspects of QOL operations and management, by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of the QOL programs. Responsibilities MAJOR DUTIES AND RESPONSIBILITIES Financial and Program Analysis Provides complex substantive QOL program management support services in the area of program cost analysis, trend analysis, annual/multi-year/long range fiscal planning, strategic planning, business plan development, execution and tracking, and development of annual work plans for CNRSE organizations whose operations are interrelated and unstable. Performs budget, trend and program analysis, including justification and/or execution of the APF and NAF Quality of Life Programs budgets. Responsible for integrating monthly financial reports with patron data and other pertinent employee and process data and comparing results to business plan goals and objectives. Incumbent will notify management of discrepancies. Develops annual non-labor controls and is the liaison with N8 office. Tracks Unified Funding Management (UFM) execution monthly. Responsible for preparing documents for restricted cash projects and purchases. Focus on continuous process improvement, business reengineering and other performance-based improvements. Share ideas with QOLSO office and implement best practices. Ensure metrics are adequately representing performance and update as required. Support the QOL RPD with other financial and spreadsheet requests as assigned. Conducts special studies, projects and analyses which impact CNRSE-wide programs, including the development of performance metrics, programmatic standards, and other analytical and evaluation tools. Support the Quality of Life Service Office (QOLSO) with any Simple Application Program (SAP) input requirements, training, or other technical support. Works with the installation MWR/CYP Business Offices, QOLSO and the financial management department to provide resource information for both Appropriated (APF) and Non-appropriated funds (NAF). Actively participates in the MWR/CYP and Galley Management studies and strategic planning to improve organization direction and focus. Help prepare detailed plans, budgets, and schedules for the Quality of Life Programs and participates with management in fiscal and operational planning. Responsible for submissions into the Resource Allocation Model (RAM). Performs review of budget submissions from subordinate commands and staffs to ensure that fiscal planning programming documents and resources requested are used in the most efficient and cost-effective manner. Analyzes the regions' QOL Support budget and budget execution processes for impact on assigned programs and recommends program changes as required. Assists the organization with programming trend analysis, employee development analysis and process improvement plans identifying actual or potential problem area. Communicates best practices and lessons learned to all installations via monthly reports and briefings as required. Develops or participates in contracting out studies, development of statements of work, and/or in-house bids for comparison to contractor bids. Participate in regional site activity assessments, management control plan review, command evaluation support and inspector general reviews as requested. Runs reports out of the MWR and CYP Business Models. Incumbent studies the structure and functions of the overall QOL organization with extremely interrelated work processes and functions and accurately advises or proposes solutions to improve processes and maximize mission accomplishment and resources utilization. Resolves complicated substantive problems affecting the QOL program and requirements, and proposes new organizational structures, realignment of functions, and/or staffing levels to improve efficiency. Conducts studies that are complicated by the need to consider and evaluate the impact of changes in regulatory and legislative requirements and CNIC guidance. Collects and analyzes pertinent organizational workload data and information to quantify and justify resource requirements, develops statistical and narrative data to justify any changes and recommendations. General Performs general office functions in performance of duties. Incumbent works with various teams to ensure regional QOLSO and at times installation business offices are operating most efficiently and effectively. Incumbent actively promotes internal and external customer service and continuously keeps the skills alive by ongoing customer service training as provided. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Comprehensive knowledge of a wide range of financial and management concepts and principles. Knowledge of pertinent laws, regulations, policies and precedents, which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the program. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational efficiency. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administrative procedures. Skill in developing and/or conducting formal and informal briefing and negotiations. You will receive credit for all qualifying experience, including volunteer and part time experience.
