Position Description
The Metro Public Health Department (MPHD) is seeking a Program Manager to oversee and coordinate a range of public health initiatives funded by the Tennessee Department of Health through the CDC’s Epidemiology and Laboratory Capacity (ELC) Program. This grant provides crucial support for preparing for, responding to, and recovering from COVID-19 and other infectious disease outbreaks.
The Program Manager will be pivotal in planning, implementing, and monitoring projects aimed at enhancing data infrastructure, expanding service access, and distributing resources through community partners. Key responsibilities include ensuring regulatory compliance, developing evaluation metrics, and reporting progress to stakeholders. Collaboration with community partners and providing technical assistance are essential. This role emphasizes health equity, focusing on addressing disparities in healthcare access and outcomes. Reporting to the Project Director, the Program Manager will work closely with internal teams and external partners to promote health equity in Davidson County.
Typical Duties
Assists the Project Director in preparing, monitoring, and managing programmatic budgets.
Helps create high-quality written materials, including requests for proposals, scoring guidelines, and reporting templates, to support partnership agreements or contracts.
Performs literary reviews and research to identify best practices and recommend improvements to current operations. Contributes to the revision or development of initiatives and policies.
Develops and implements comprehensive evaluation plans for grant initiatives, utilizing metrics to assess progress, synthesize results, and provide feedback to stakeholders.
Communicates operational progress through regular reports, incorporating community input and data to provide actionable recommendations to internal and external stakeholders.
Minimum Qualifications
Bachelors Degree in a related field.
Three (3) years of responsible, full-time employment in public health administration, public health sanitation, public health nursing, public health education, business administration or other appropriate field
OR
Graduation from an accredited Master's degree program in the public health or administrative field
Preferred Experience, Knowledge, Skills, and Abilities
Specific knowledge or experience with public health interventions for COVID-19 and other infectious disease outbreaks.
Understanding of public health policy, with experience in developing, revising, and advocating for policies that promote health equity and effective disease prevention.
Proficiency in using advanced data analytics tools and software for program evaluation and reporting.
Prior experience in writing and managing grants, particularly federal grants related to public health.
Experience in developing and delivering training programs aimed at building capacity among community partners and internal teams.
Experience with change management principles and practices, particularly in the context of implementing public health initiatives and quality improvement strategies.
