GENERAL DESCRIPTION The Monitoring Inspections (MI) Facility Based Monitor provides on-site technical assistance and training to facility administrators and staff to assist the assigned facility in meeting and maintaining compliance with standards, which may include but not limited to guidance on standards compliance, best practices, policy development, and operational improvements. The Facility Based Monitor is responsible for reviewing, monitoring, and evaluating the assigned juvenile justice facility, its programs and services, through a variety of quality assurance and compliance activities to determine compliance with Texas Administrative Code rules, state and federal laws, the monitored programs policies and procedures and established reporting requirements. The Facility Based Monitor plays a critical on-site role in ensuring that the assigned facility operates safely and humanely, and in compliance with standards. Works under limited supervision with consi erable latitude for the use of initiative and independent judgment. May be required to work more than 40 hours in a work week and be on call. Statewide travel may be required, including air travel to some locations and instances of travel with little notice. ESSENTIAL DUTIES Provides technical assistance and training to facility administrators and staff to assist the assigned facility in meeting and maintaining compliance with standards, which may include but not limited to guidance on standards compliance, best practices, policy development, and operational improvements. Collaborates with facility and agency staff and leadership to promote, monitor, and enforce minimum administrative rules (i.e., standards) for assigned juvenile justice facilities, programs, and services. Provides consultative services to mitigate risk by monitoring, reviewing, and evaluating operations at assigned facility. Conducts documentation reviews, on-site inspections, camera reviews, and operational and file reviews through the use of established technology and systematic data; determines compliance with Texas Administrative Code rules, state and federal laws, the monitored programs policies and procedures, and established reporting requirements. Investigates allegations of non-compliance; and provides written and oral reports to the department staff and officials and to the agency. Reports any suspected abuse, neglect, or exploitation of youths. Under state law, any person having cause to believe that a youth has been or may be adversely affected by abuse, neglect, or exploitation must report the matter to a law enforcement agency. The TJJD Office of Inspector General is an appropriate law enforcement agency for reports of suspected abuse, neglect, or exploitation of youths subject to the jurisdiction of TJJD. Prepares detailed and comprehensive reports of findings; reviews and analyzes findings and reports the data to leadership and stakeholders; develops and/or reviews corrective action plans, if needed. Researches, studies, and analyzes the applications and variations of programs and operations in order to resolve technical problems; recommends appropriate changes and prepares justifications for implementing procedural and policy changes; and develops or assists program staff in the development of plans to improve programs or to address areas of concern. Collaborates with agency and division staff in the development of training materials; assists with providing training to monitored program staff; provides guidance to monitored programs in the development and integration of new or revised methods and procedures. Researches, studies, and analyzes national standards, best practices, and current trends to assist in the development of minimum administrative rules (i.e., standards) for juvenile facilities, programs, and services. Participates in special assignments and projects as assigned. Collaborates with department and agency staff in meeting established objectives and goals; shares information, identifies concerns and trends; recommends improvements to resolve problems or enhance operations; assists with the development of policies, procedures, guidelines, and forms relevant to the program area and in the development of plans to improve programs or to address areas of concern.
