Financial Examiner III (Information Systems Examiner Trainee) This position performs moderately complex (journey-level) automated data processing and auditing work. Work includes assessing insurance company operations and financial information for solvency monitoring and statutory compliance with the Texas Insurance Code and Texas Administration Code. Works under general supervision, with limited latitude for the use of initiative and independent judgment. This position: Assist with risk identification and evaluation of information technology controls, policies and procedures of insurance companies. Provide assistance in meetings with executive and/or senior level management of companies to discuss the information technology environment; identify examination findings related to information system control weakness, reports the findings, and works with management on action plans to address deficiencies. Actively participate in self-study regime to meet examiner certification and training requirements. Analyze compliance with appropriate standards, procedures, and controls for information system operations. Identify and communicate the risks regarding the Companys information technology, the IT environment, and company records. Assist with computer-aided examination techniques to evaluate accuracy and completeness of data. Performs other duties as assigned. Qualifications: This position requires: Graduation from an accredited four-year college or university with a degree in accounting, finance, risk management, economics, business administration, insurance, computer information systems, computer science or a related field is generally preferred. NOTE: In order to attain the AFE designation, successful completion of the following courses is required for degrees other than Accounting: Accounting Fundamentals (6 semester hours) Finance or Economics (3 semester hours) Must be eligible for the bond-related provisions of Insurance Code Section 401.106 and take the oath required by Insurance Code Section 401.105. Additional job details: Candidates must submit all transcripts from academic institutions from which relevant course credit was earned. This is a remote work position that requires extensive travel (up to 75%). No office will be provided by the department. Candidates must have a secure, dedicated workspace ith Internet service. Must be available during approved work schedule for meetings and group collaboration via Microsoft Teams and other applications. Must attain the Accredited Financial Examiner (AFE) designation within a period of no longer than three years after employment as a trainee, and the Certified Information Systems Auditor (CISA) certification within a period not longer than five years after employment as a Financial Examiner Trainee. OR Must attain the Associate Professional in Insurance Regulation (APIR) and Professional in Insurance Regulation (PIR) designations within a period of no longer than three years after employment as a trainee, and the Certified Information Systems Auditor (CISA) certification within a period not longer than five years after employment as a Financial Examiner Trainee. Preferences for this position include: Regulatory examinations or related audits. Risk identification and evaluation of information technology controls. General insurance terminology. This position requires demonstrated knowledge of: State laws, rules, procedures, and regulations relevant to job requirements. General understanding of business laws, regulations, and policies related to technologies, systems, and audits. General information technology terminology. General knowledge regarding information technology best practices. Basic risk-focused examination or technology-related audit techniques consistent with national insurance regulatory standards. Basic information system applications, security, and internal control frameworks (i.e. COBIT, COSO, and NIST), information technology governance, and risk management. Basic and application controls, including information classification, information/data security, change management, disaster recovery and business continuity. Gathering and assimilating information from multiple sources efficiently. This position requires demonstrated skill in: Problem solving and critical thinking. Using Microsoft Office software applications, including Word, Excel, Outlook, and SharePoint. Using personal computers sufficient to enter and extract data from related systems and programs, such as Centralized Accounting Payroll and Personnel (CAPPS) and other systems required to perform the job. Operating a motor vehicle in a safe and courteous manner in compliance with traffic laws. Developing clear and concise conclusions. Professional verbal and written communication skills. Strong organizational skills. This position requires the demonstrated ability to: Communicate and work effectively with a wide range of people with varied skills, knowledge, and backgrounds.
