Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the DoD to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Manage automation projects by documenting and reviewing all initial business requirements from the stakeholders related to Department of Defense Education Activity (DoDEA) Human Resources (HR) servicing. Identify and develop formal functional automation requirements, business case proposals, project tracking, stakeholder updates, and deployment and implementation and communication strategies. Assist in creating automated solutions such as data integration and modernization efforts across the CHRA DoDEA servicing enterprise. Provide subject matter expertise on civilian HR data and systems to increase validity and effectiveness of analysis across the CHRA DoDEA servicing enterprise. Analyze key facts from various organizations to determine the best applicable solution. Communicate with a wide range of end users both internal to Civilian Human Resources Agency (CHRA) and directly with the DoDEA enterprise. Basic Requirement for a Human Resources Specialist: Experience Required: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled which includes: analyzing data to provide guidelines and/or process improvement recommendations on civilian Human Resources (HR) automated systems; reviewing and evaluating automated capabilities and HR programs; organizing and leading meetings; and tracking projects to completion. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information This position is located within the Civilian Human Resources Agency (CHRA) Soldier and Department of Defense Directorate, Department of Defense Education Activity (DoDEA) Civilian Human Resources Service Center (CHRSC) Recruitment Division, with direct support of the comprehensive CHRA DoDEA mission to include oversight of automation project within the Recruitment Division and the Consolidated Services Division, Civilian Processing Center (CIV-PRC), Overseas Benefits Branch (OBB) and Army Benefits Center-Civilian (ABC-C). This position may be eligible for local commuting area remote work in the future as determined by agency policy.
