The Role: Xylem is seeking to hire an East Regional EHS Construction Manager . This position will support the development, implementation, and monitoring of environmental, health, and safety (EHS) policies, procedures, and best practices. Key responsibilities include: Participating in Design Safety Reviews (DSR): Collaborate with Engineering, Operations, and/or client teams to conduct Management of Change (MOC) processes, particularly focusing on reviewing project designs, including P&ID drawings. Pre- and Post-Construction Oversight: Ensure accurate documentation, timely communication, and effective resolution of quality issues with the Design-Build Contractor. Administrative Assistance for Quality Tracking: Assist in issuing and managing Issues Requiring Resolution (IRRs), Corrective Action Requests (CARs), and Supplier Corrective Action Requests (SCARs) to address quality concerns arising from construction activities or subcontractors. Additionally, track the progress of IRRs, CARs, and SCARs for branch offices across the United States and Canada.
Essential Duties/Principal Responsibilities:
Drive and expect zero injuries as an acceptable safety culture as a KPI.
Drive and expect zero environmental NOVs as a KPI
Assist EHS&S Director with exceeding sustainability goals as a KPI.
Conduct routine site visits to provide in-person support and assistance as appropriate based on need and business conditions. Up to 75% per month travel within the region. Some travel will require 1-4 days overnight stay from home base.
Participate in a project Design Safety Review (DSR) management of change (MOC) with Engineering, Ops and or client’s review specifically reading drawings/P&I drawings and provide EHS recommendations for corrective actions.
Provide pre and post-construction oversight that ensures accurate documentation, timely communication and resolution of Quality issues with the Design-Build Contractor.
Provide administrative assistance in issuing Issues Requiring Resolution (IRR), Corrective Action Requests (CARs), and Supplier Corrective Action Requests (SCARs) to address quality issues from construction/subcontractors and track the progress of IRRs, CARs, and SCARs
Ensure start-up sites and or sites with new management are provided the guidance and tools to be successful Xylem Inc. EHS&S programs.
Acts as a Project Safety Manager with the Project Engineering team
Ensure compliance with applicable regulations and permit conditions
Provide weekly and sometimes daily EHS construction advice to the project manager and/or client.
Act as a buyer for the Safety & Environment department and work with procurement on the procurement of equipment
Drive and expect Pre- Project “Site Safety Plan” to include an Emergency Response Plan and Job Hazard Analysis for specified work activities
Provide additional specific safety training to contractors and or employees as needed.
Performs daily site safety inspections evaluating safe worker behaviors, unsafe conditions, required equipment inspections, and other compliance-related requirements
Partner with Engineering and or Operations team(s) to develop and distribute communications addressing accidents, near misses, lessons learned and other EHS&S-related topics.
Establish and implement Inspection and Test Plan (I&TP) as a part of the Control of Construction Process to including those provided by Consultants, Subcontractors, Suppliers and Independent Test Laboratories to meet the requirements of the Contract Documents.
Assist and Support the Xylem Dewatering EHS team in the development and implementation of the appropriate EHS Management System procedures to align with Xylem expectations and regulatory requirements.
Assist and support the investigation of accidents to identify root causes and appropriate corrective actions to aid in preventing the recurrence of similar incidents in the future.
Develop and analyze safety data and programs under the direction of the Director of EHS&S.
Monitor and drive 100% Training completion.
Manage contractor safety program.
Participation in Xylem Watermark volunteer activities
Minimum Qualifications: Education, Experience, Skills, Abilities, License/Certification:
Bachelor of Science degree in a pertinent environmental discipline (e.g., geology, environmental/civil/chemical engineering, geochemistry, toxicology, environmental science)
8 years of experience in Heavy Civil or Industrial Construction
Performs risk assessments as part of inspections and audits
Participates in regular meetings and site inspections of the general contractors with the Project Team(s) documenting results in weekly inspections or daily observations in the appropriate system.
Pays particular attention to high-risk portions of projects such as demolition, crane use, working at heights, LOTO, electrical, chemical and material managements, facility infrastructure/utility phases
Attend and participate in all project meetings that have a safety component
Minimum OSHA 510 and or 511 preferred
Must have OSHA 30-Hour General Industry and or OSHA 30-Hour Construction certification
Certified Safety Professional (CSP) or Occupational Health and Safety Technologists (OHST) preferred
Federal MSHA and state-equivalent programs for occupational safety and health for surface and subsurface mines preferred.
Federal EPA and state-equivalent programs for environmental protection.
Behavioral-based safety concepts involving industrial and manufacturing processes.
Extremely competent with the use of computers and Microsoft Word Power Point, Excel and Gensuite software.

Field: Field Service audits will be exposed to extreme cold or hot conditions which may require walking through construction sites (forest, hills, ditches, and rough, rocky terrain).
Standard weekly job hours: 40 hours
Expected travel: up to 75% (airplane or car) per month
Must be able to manage multiple projects and complete assignments within small deadlines.
Must wear required PPE while in the field or in the shops or yards

Salary range:
$93,900.00 - $169,000.00
