Summary About the Position: As Chief of Staff, Operations Division, incumbent assumes complete responsibility for planning, scheduling, directing, budgeting, coordinating, advising, supervising and reviewing branch activities through subordinate specialists, team leaders and branch staff to satisfy customers or in support of the management of the fiscal and administrative functions. Responsibilities Develop long term plans and schedules, establishes work procedures and methods, and resolves controversial and critical issues relative to funding, program goals, priority of work, etc. Monitor program performance indicators to ensure timely and efficient execution of the O and M program. Oversees overall administrative programs and support provided to personnel Ensures efficient fiscal execution of mission and funds for Operations Division. Assists in the formulation and submittal of annual and five-year program budgets, execution of reprogramming actions, financial guidance staff support to Operations Division Project Managers. Review and analyzes cost reports with project managers to assure charges are authorized and appropriate actions are taken for the ultimate disposition of inappropriate charges. Maintain awareness of customer needs and other agencies commitments in support of Operations Division Project Managers. Advise subordinates on both work and administrative matters and determines training needs. Apply experience of O and M theory and principles to evaluate, interpret, and communicate on appropriate aspects of all civil works projects within area of responsibility. Integrate District and higher headquarters policy requirements into a comprehensive O and M management plan that is fully coordinated with various functional elements within the District. Advise subordinates on both work and administrative matters and determines training needs. Specialized Experience for GS-341-13: One year of specialized experience which includes: 1) Provides input to the Division Executive Staff and upper management in the areas of staff management, administrative control duties, and Stakeholder Engagement; 2.) Serves as a resource for an executive office in the area of mission execution; 3.) Develops, implements and de-conflicts conflicts for Leadership regarding travel itineraries, engagements and talking points. 4.) Keeps continuously abreast of executive staff calendars, compliance with organization policy, areas of interest and administrative matters such as the monitoring of financial, personnel, and/or material needs; 5.) Receives and interprets Organizational/Federal/state/local guidance, policy and direction; develops the implementation plan, monitors progress and reports results; and/or 6) serves as a leader or supervisor of a team of professional and administrative staff to include planning work of subordinates, conducting performance reviews, and making recommendations for developmental and training for employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Leadership Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
