State of Montana Program Specialist-CSKT Compact Coordinator in Missoula, Montana

[DNRC Logo.jpg] The Water Resources Division (WRD) is responsible for promoting and coordinating the beneficial use, conservation, protection, and development of Montana’s water resources. The Division carries out its duties to promote the general welfare, economic and social prosperity of the people of Montana. Sound coordination of the development and utilization of the state’s waters allows the WRD to protect existing uses and to promote adequate future supplies for domestic, industrial, agricultural, and recreational needs, as well as the conservation of water for wildlife, aquatic life, and other beneficial uses. The Compact Implementation Program (CIP) supports Montana’s water compacts and the mission of the WRD through the coordination and administration of the state’s obligations within Montana’s federal reserved water right compacts including seven with Indian reservation communities authorized in Montana Code Annotated Title 85 Chapter 20 parts 2 through 19. The CIP collaborates with compact partners and stakeholders administering compacts and their wide range of implementation provisions including developing statutorily required compact reports, evaluating impacts of water related infrastructure projects, participation on technical teams, disbursement of settlement funds, water measurement, water rights administration, compact interpretation, policy development, education of compact terms to internal and external customers, and historic research. The CIP supports negotiations, resolves water management issues, assists water users interpreting compact related impacts to existing water rights under state law, informs water users and compact parties on water availability and special conditions related water rights quantified under compacts. This frequently involves clarifying statutory language and finding practical solutions to complex problems and resolving conflicts through education. In carrying out their duties, CIP staff frequently partner with local water users, watershed groups, conservation districts, other bureaus, and Divisions within DNRC and other state agencies, tribal partners, and federal agencies. Job Overview: * This position is responsible for the coordination of the department’s obligations associated with the implementation of the CSKT-Montana Compact “Compact” under MCA 85-20-1901, 1902. The position has the authority and discretion to make decisions on how to carry out policy, rules, and laws pertinent to the Program. Conducts research and analysis and develops recommendations regarding changes to improve the Program services. Coordinates training for regional office, Office of the Engineer, and tribal personnel and provides technical guidance on database needs, forms, and reports for processing water rights. Required Knowledge, Skills: Knowledge: The work requires extensive knowledge of the Montana Water Use Act, Montana's Water compact's, considerable knowledge of the principles and practices of program management, water resource management; administrative rules, and water rights programs; water use practices; field procedures; and irrigation and water management practices. Additionally, requires working knowledge and experience in investigative methodologies; record keeping; data processing, surface and groundwater hydrology, survey methods and techniques; and research methods. Skills: *The position requires skill in effective communication with people of varied technical levels. Must be skilled in the operation of personal computers and use of Word, Excel and Access or closely related software. Must be skilled in project management, public presentation, and training. Must be skilled in conducting legal research and reading technical data and reports. The incumbent must be capable of becoming proficient in GIS applications (ArcView) and accessing and manipulating data in a computer database environment. *Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
