Scoping Engineer Salary $76,679.45 - $115,019.18 Annually Job Number 24TRNS649MN44 Closing Date 10/28/2024 11:59 PM Central Description The Capital Programming team is seeking a Scoping Engineer to join the Transportation Project Delivery department. The primary responsibilities of this position include scoping new multimodal road reconstruction projects that are introduced into the Capital Improvement Program. Examples of work tasks include developing concepts, estimating costs, participating in stakeholder meetings, and tracking key metrics. Hennepin County s five-year Transportation Capital Improvement Program (CIP) is a tool used to identify, schedule, and finance capital improvements. Each CIP project provides an opportunity to advance the county s priorities in disparities reduction, Complete and Green streets, as well as climate resiliency. The 2023 legislation session resulted in a significant increase in transportation funding presenting a generational opportunity for Hennepin County to elevate its investment in people walking, using transit, biking, and driving along the county s transportation system that extends across 569 miles and 150 bridges. Location and hours: This position is hybrid and will be performed both on-site at the Public Works Facility, 1600 Prairie Drive, Medina, MN 55340, and remote as job duties require. There is no public transportation to this facility. Typical work hours will be Monday through Friday, 8 a.m. to 4:30 p.m. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment. About the position type: This is a full-time, benefit earning position. This position is internally classified as a Professional Engineer (Level II) within the Engineer Series job class. In this position, you will: Interact with the following functional areas as scoping inputs: o Transportation Operations Asset Management to determine the age, condition, and characteristics of county owned assets. o Transportation Project Delivery Transportation Planning to determine a project s association with the county s Long Range Planning efforts. Complete the following tasks as part of the scoping phase: o Develop typical sections and conceptual layouts to visualize proposed improvements for people walking, using transit, biking, and driving, with an emphasis on reconstruction projects. o Generate planning level estimates for reconstruction projects to inform budgetary needs as part of the CIP. o Participate in meetings with external stakeholders to collect input during a project s initial scoping phase. Collaborate with project managers within Transportation Project Delivery to transition projects from the scoping milestone to the preliminary design milestone. Participate in the county s quarterly Project Scoping Committee meetings. Assist with work tasks associated with the project prioritization process that s facilitated by the CIP Coordinator on a biennial frequency. Track investment metrics, in collaboration with other functional areas, to measure progress on the county s Asset Management Plan and the Complete & Green Streets Policy. Support the Scoping team with completing work tasks associated with external funding application development; support the Scoping team with State Aid required tasks, including preparing Force Account Agreements and required coor ination across divisions, and county sponsorship projects.
