Job Duties and Responsibilities POSITION DESCRIPTION: Manage and supervise a Fire District, taking responsibility for assigned stations and personnel, under dangerous, close, and stressful working conditions. JOB DUTIES AND RESPONSIBILITIES: Manage and supervise a Fire District of up to 40 firefighters, (3 - 4 Fire Stations) under dangerous, stressful and close working conditions. Enforce Federal and State Laws, Civil Service and City Rules and Ordinances as well as department rules and regulations consistently and effectively. Instruct employees during fire and emergency medical service training activities, demonstrating skills in firefighting, technical rescue, and emergency medicine. Conduct field seminars to preplan for major hazards, or other emergencies, and coordinate field command and communication center activities during major fires or other emergencies within the assigned district. Prepare reports and maintain records detailing activities at emergency scenes as well as fire prevention activities and public events. Evaluate performance of assigned personnel and ensure the performance appraisal systems is used for continuous improvement. Document events during investigations of misconduct and sub-standard performance. Keep abreast of developing fire prevention problems and engage in programs to reduce frequency of incidents, and the severity of fires and other emergencies. When functioning as an Incident Safety Officer, the District Fire Chief reports to the 'Incident Commander' and operates as member of the Incident Command team during dangerous and hazardous incidents performing the following functions: Conduct health and safety surveys to identify existing or potential hazards and inform command. Recommend changes to incident action plan as result of on-going surveys. Alter, suspend, or terminate any activity that is an unacceptable safety risk and inform the Incident Commander of any changes to operational activities for safety reasons Monitor safety hazards and other problems. Lead employee committees in developing and recommending policy and procedure changes and the purchase of equipment to the Fire Chief. Interact with public, speaking to individuals and small groups on fire prevention topics, and by providing good customer service. Act as a public information officer at scenes as required. Perform administrative duties at the district level and produce reports and records. Supervise and participate in building inspection activities to correct code violations and other safety concerns and to reduce risk. SELECTION PROCESS AND TESTING COMPONENTS: The examination and selection process for this position will consist of the following: Written Job Knowledge Exam (30%) The Written Exam will be based on content from the following materials: MFD SOPs MFD Safety Communications for 2024-2025 Fire Officer: Principles and Practice, Fourth addition, Jones and Bartlett. File Path: M:FireFire Shared Documents2025 Battalion Chiefs Test Prep Material Information sessions will be held on: April 15, 2025 at 0900 - A shift April 16, 2025 at 0900 - B Shift April 17, 2025 at 0900 - C Shift All information sessions will be held at the EOTF. There will be no make-up information session. Incident Command Scenario Exam (35%) The Incident Command Scenario (ICS) exam will consist of a live video-based incident scene(s) in which you will demonstrate orally, your working knowledge of the Fire Department Standard Operating Procedures and tactics that you will need to apply as a District Fire Chief (Battalion Chief). Oral Exam (25%) The oral exam is a behavioral based interview process that will ask the same standard set of questions. These questions are designed to determine an individual's expertise in a specific competency area. Seniority (10%): Your seniority score is calculated based on your length of service. You will receive detailed information on how your individual seniority is calculated as well as your score after the application period. Minimum Passing Score Percentage: Minimum passing score is 70%. Final score is combined based on the percentages stated in the above exam components. Human Resources reserve the right to limit the number of candidates included in any phase of testing. Exam Schedule: All exam components will take place at the Emergency Operations Training Facility (EOTF). Written Job Knowledge Exam: April 21, 2025 (0900-1200) Incident Command Scenario Exam: April 22-23, 2025 (0900-1550) Oral Exam: April 22-23, 2025 (930-1600) If needed, April 24, 2025, will also be used for further testing Scheduling for the Written Exam will be self-schedule through NEOGOV. An invitation to self-schedule, with instructions, will be sent to your email on file in NEOGOV no later than April 15, 2025. Incident Command Scenario Exams will be scheduled in person immediately following the written exam. Oral Exams will take place immediately following each ICS Exam. Veteran's Preference: For an eligible veteran to receive Veteran's Preference points for this promotional exam, the veteran must submit all supporting documentation with the online application as an attachment and submit the completed application with documentation no later than the application deadline. If the applicant is a veteran who qualifies for disability veteran's preference, please note the veteran must also attach supporting documentation which designates the percentage of disability with the online application as an attachment.
