Position Description Manage the day-to-day operations of the City Assessor's Department and develop long and short-range plans to achieve department's vision and goals and legislative mandates. Salary:The anticipated starting salary range for this position is: $135,830.24 - $161,019.04 / annually, depending on qualifications. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. *The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities * Assume overall command of the Department in the absence of the City Assessor * Manage the Department's assessment operation to ensure compliance with the Department of Revenue, and other State, and City requirements. * Provide executive level direction and management of the Department's human resource plan including but not limited to hiring, training, coaching, evaluating, promoting, and grievance resolution. Ensure Department compliance with educational requirements of the State Board of Assessors * Department liaison with labor representatives, the Civil Service Commission, arbitrators, mediators, etc. concerning labor relations * Manage the Department's policies, procedures, and strategic direction to ensure that they provide a framework for an accurate, effective, and safe workforce. * Manage the Department's internal and external communications to staff, Council Members, taxpayers, and the media * Represent the Department at legislative hearings, City and County board meetings, and taxpayer meetings * Provide management and staff training on new legislation and industry best-practices. * Assist the City Assessor in planning, directing and implementing the Department's short- and long-term goals, objectives, and strategies. * Provide management for and advise the City Assessor on the Department's business plan, budget, space, and staffing resources. * Represent the Department on city-wide projects and initiatives. Interface with other Departments, divisions, community/governmental agencies and organizations, professionals and the public to coordinate services and activities * Investigate and respond to inquiries or complaints from citizens or public officials concerning tax and valuation issues that have not been resolved by subordinates. * Advise City Elected Officials and IGR concerning property tax legislation and policy decisions WORKING CONDITIONS: Normal office setting Required Qualifications MINIMUM QUALIFICATIONS: Bachelor's Degree in Real Estate, Architecture, Engineering or equivalent MINIMUM EXPERIENCE: Six years of experience that includes prior director or lead manager/supervisory experience within a large municipal or private sector appraisal or assessing office LICENSES/CERTIFICATIONS: Senior Accredited Minnesota Assessor Designation Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position. Drug and Alcohol Testing All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position. Union Representation This position is NOT represented by a collective bargaining agreement between the City of Minneapolis. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities * Leadership, problem-solving, inter-personal, and motivational skills. * Considerable knowledge of current Federal, State and Local laws and general policies that guide assessment work. * Considerable knowledge of all aspects of real estate market trends as it relates to market value and the ability to interpret the impact they have on property value. * Considerable knowledge of mass appraisal systems and the computer software and programs used in the area. * Good knowledge of appraisal principles and practices in accordance with the Uniform Standards of Professional Appraisal Practices and Standard of Ethics. * Good knowledge of Tax Court processes and procedures. * Good knowledge of City and Department goals, objectives, policies and practices. * Team building and team management skills . * Excellent oral and written communication skills. * Knowledge of how to appropriately translate property data collected in the field to an accurate value for the property * Good analytical skills, decision making, customer service and public relations skills. * Good conflict management skills; negotiation skills; problem solving and time management skills. * Good leadership skills along with the ability to review the work of others and give technical assistance for improvement. * Good knowledge of and skills in using modern software, including assessment applications.
