City Of Minneapolis-Human Resources Business Application Manager in Minneapolis, Minnesota

Position Description Function as a bridge between department operations and technology by responding to business needs and improving application processes. Serve as a system support and configuration expert for finance department technology and the Enterprise Resource Planning System (ERP), currently Oracle PeopleSoft. Provide functional support for the current ERP and work as part of the team implementing the new Enterprise Resource Planning system. Manage technology systems across finance with a focus on several functional areas including procurement, strategic sourcing, purchasing contracts, vendor payables, inventory, and the externally facing eSupplier portal. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities * Support customer processes by developing, implementing and maintaining processes to provide on-going service and support to users, including training, documentation, manuals, data extraction and query tools, help desk, etc. and by developing, implementing and evaluating procedures. * Advise on best practices, and make recommendations on configuration and set-up of system, and assist in strategic decisions to help the business operate more efficiently. * Supervise and/or participate in business application analysis or systems support work. provide customer service with respect to information and any related systems, such as data warehouse or responding to requests for information, creating and running queries, participating in the design, testing and maintenance of reports, Assist in the interpretation and development of conclusions, financial recommendations, and resolve business process problems. * Perform system use and business operational and process analysis using knowledge and understanding of governmental financial and business processes to survey and analyze the City or department business needs in order to make recommendations aimed at improving performance. * Represent the Department where assigned for business interests on enterprise wide technology initiatives and enterprise wide teams addressing technology and facility related business process improvements. * Create functional and business requirements, system configuration documents, operating procedures, and standards manuals, user training documents, and implementation documents as necessary. * Maintain system configuration and update when necessary, and ensure that processes are running smoothly. * Review, approve and route Department staff technology requests through appropriate delivery systems in alignment with Department's technology and space business plan and goals. * Audit management reports for Department data, voice, network and application usage and make adjustments that meet Department technology and budget needs. * Pilot new technology, hardware, software applications and connectivity methods and propose solutions to meet business needs of users. * Represent the Department for business interests on enterprise wide technology initiatives and on enterprise teams addressing technology business process improvements. * Design and provide formal and informal training and design or participate in design of instructional materials and system documentation in response to or analysis of customer and system requirements. * Perform pre or post-implementation testing of any system or related system function or process, including the design and execution of test procedures, the interpretation of results and recommendation on use, modification or correction of the tested function or process. * Provide backup support to the staff for procedures and requests related to security and access, system options, job and date parameters, system assurance and chart of account, and related financial records and report changes. WORKING CONDITIONS: Of ice with daily computer exposure Required Qualifications Minimum Education Bachelors Degree or equivalent Minimum Experience Three years experience working with a department or enterprise-wide information system in a managerial decision making role. Selection Process The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. Background Check The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Union Representation This position is represented by a collective bargaining agreement between the City of Minneapolis and the Minneapolis Professional Employees Association (MPEA). Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire onemonth after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities * Demonstrated knowledge of the software applications and business processes in the specific area assigned. * Ability to learn and apply technical knowledge. * Ability to define and analyze business problems and develop and help implement business process alternatives. * Demonstrated knowledge and ability to use spreadsheet or database tools, (e.g., Microsoft Excel and Access) at an intermediate level with capacity to advance to a higher level within the first year. * Ability to deal with multiple priorities, critically examine programs, problems and requests for service in light of the mission and priorities of the department and citywide goals, devise solutions, and make recommendations. * Strong analytical, problem solving, and troubleshooting skills. * Knowledge of training principles and techniques. * Excellent oral, written and interpersonal communication skills. * Ability to gain knowledge of data query, extraction or reporting tools such as ADVANTAGE DS, VISTA Reporting, or litigation-related applications such as West Case Notebook, Ipro, LAW Prediscovery, etc. * Ability to identify stakeholders, scope projects, estimate costs and interpret financial reports * Demonstrated ability to acquire specific knowledge of current software and its functions, modules, processes, interfaces, systems...
