Summary The incumbent in this position will assist in the planning, direction, and coordination of comprehensive pharmacy services throughout the Clement J. Zablocki VA Medical Center in Milwaukee, WI. Responsibilities The hospital is on a decentralized medication management program. Along with the main inpatient pharmacy there are pharmacy satellites located through out the medical center. Satellites are located in the Nursing Home area, Oncology unit, and the Unit Dose areas. The outpatient Pharmacy is divided into the main outpatient pharmacy and a Medical/Prosthetic Supplies pharmacy. The pharmacy is open 24 hours a day, seven days a week, and administrative decisions must be disseminated to all employees on all shifts. The incumbent is responsible for the provision of pharmacy services at centrally located CBOC's. This Medical Center is involved with a multitude of outpatient clinics all serviced by the outpatient pharmacy. The medical center, through its affiliation with the various institutions, has a very active research program with many protocols involving pharmacy participation. Responsible for the proper administrative and professional leadership necessary to aid in accomplishing the Medical Center goals by efficiently accomplishing goals set for the Pharmacy Division. Involved in the daily operation of all aspects of Pharmacy. Coordinates the efforts of clinical pharmacists and first line supervisor to develop an effective and efficient organization which is responsible for the timelines, control and accuracy of drug distribution, and clinical services to inpatient and outpatients. Assists in the planning, direction, and coordination of comprehensive pharmacy services throughout the Medical Center. Works with the Clinical Pharmacy Manager to develop and maintain effective clinical pharmacy programs from a cost and patient outcome perspective. Provides direction of clinical pharmacy programs and the supervision of clinical activities of staff pharmacists, and Pharmacy interns. Coordinates programs of the medical center based on TJC and VA requirements to ensure optimum use of drugs based on patient outcome and effective use of financial resources. Coordinates the Pharmacy quality improvement program to ensure that operations, procedures, and use of resources are reviewed and evaluated on a continuing basis and corrective actions are taken when indicated to improve quality and efficiency. Safely and effectively provides therapeutic drug monitoring services to VA patients through clinical pharmacy programs. Develops, implements, and/or maintains a plan to effectively provide services to support special programs medicine, surgery, psychiatry, and long-term care. Identifies educational needs and assists in the provision of continuing education programs needed to maintain expertise and to implement new goals. Assists in directing education and training to the pharmacy staff, nurses, residents, externs and interns. Sets up educational programs for the staff pharmacists and technicians to keep them abreast of the newer technologies of drug and medicine as it pertains to pharmacy. Collaborates as necessary with faculty from the Colleges of Pharmacy, to provide training for Doctor of Pharmacy students. Delegates authority and responsibility appropriately to meet the goals of Pharmacy. Develops program and operational policy and goals. Responsible for implementing the full range of pharmaceutical services. PGY-2 Pharmacy Administration Residency or equivalent experience preferred. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree.? OR Graduate of a foreign pharmacy degree program if you are able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. Grade Determinations: Specialized Experience, GS-14: In addition to the GS-13 requirements, you must have at least 1 year of experience equivalent to the next lower grade level, GS-13. This experience may include, but not be limited to: Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Has extensive responsibility for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. AND Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to the specialized experience described above, you must be able to demonstrate all the following KSAs: Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize and direct the functions of the pharmacy staff.
