    POSITION DESCRIPTION: Manages the review of District production projects at phases I, II, and III, to determine extent of railroad involvement and coordinates recommendations for District production projects. Negotiates and prepares contracts to provide state/federal funding for railroad infrastructure improvements to railroad companies, local governments, transportation authorities and others in accordance with applicable procedures. Monitors project schedules and coordinates railroad work required for Department construction projects. Coordinates railroad works for crossing rehabilitation required to correct either rail defects or rough crossings. Meets with funding recipients to review projects status, cash flow, and federal grant status and prepare project status reports. Coordinates and participates with the diagnostic review team that identifies projects for the federally funded signal safety program. Reviews applications for openings and closing of grade crossings and rail abandonment; provides findings to Central Office. Manages the District Rail Program to ensure compliance and scheduling requirements. Assists the District Freight Coordinator with freight planning needs of the District.

    Implements the Intermodal Program including preparation of Joint Participation Agreements to provide state/federal funding to sponsors in accordance with applicable procedures and production targets. Monitors project schedules and construction activities. Meets with sponsors to review project status, cash flow, and federal grants. Manages the review of District design related to Intermodal Programs. Manages the District Intermodal Production program to ensure compliance with grants and scheduling requirements. Coordinates recommendations for District production projects.

    Manages Public Transportation Consultant contracts including review and approval of work performed by consultant and negotiate man-hours for task driven contract.

    Develops Rail and Intermodal work program in accordance with procedures and work program instructions; forwards updates to the Work Program Office and meets regularly with sponsors to ensure accuracy of work programs.

    Reviews and approves consultant and Public Transportation Agreement invoices to ensure proper billing and prompt payment. Tracks Public Transportation Agreement expiration dates and contract expenditures.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledgeable of and Skilled at applying the Intermodal/Rail planning process and regulations. Knowledgeable of and Skilled at analyzing technical data and information, organizing, planning, and prioritizing projects, issues, and work assignments. Skilled at understanding written sentences and paragraphs in work related documents. Skilled at using logic and analysis to identify the strengths and weaknesses of different approaches to resolving issues. Knowledge of the correct use of English grammar and punctuation in spoken and written communications. Knowledgeable of and Skilled at the use of current computer software at an intermediate level. Knowledge of complex mathematics. Skilled at interpreting and applying procedures. Skilled at negotiating and managing consultant contracts. Knowledgeable of and Skilled at implementing, managing, and monitoring Grant Programs. Knowledgeable of and Skilled at developing and coordinating multi-year work program, budgets, or capital improvement plans. Skilled at developing agreements for grants. Skilled at selecting Consultants and managing Consultant contracts. Skilled at preparing written reports and documents. Skilled at conducting meetings and communicating technical information. Skilled at handling complex projects with minimum guidance and within production deadlines.

    OTHER JOB RELATED REQUIREMENTS: During a declared emergency event, the incumbent will be required to assist the District as needed. Responsible for adhering to the provisions and requirements of section 215.422, F.S. related State Comptroller's Rules and Department of Transportation Invoice Processing and Warrant Distribution Procedures.

    MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university and 2 years of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master's degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
