National Park Service Supervisory Park Ranger (I) in Mesa Verde National Park, Colorado

Summary This position is located in Mesa Verde National Park, in the Interpretation/Visitor Services Division. Incumbent's main area of responsibility is supervising the personal services Interpretation and Education staff and working closely with the other GS-11 to plan, schedule and implement daily interpretive operations. Manage, direct, and evaluate an Interpretation/Education program to include work planning and operations. Skill in interpretive methods and techniques. Skill in training and coaching in interpretive methods and techniques. Maintain cooperative working relationships within the park and with other organizations and agencies. Physical Demands: Work requires sitting at a desk, standing or long periods of time, walking for distances up to two miles daily, climbing and descending ladders or inclines, bending and lifting moderately heavy items is required. Walking uneven trails and crouching, kneeling or crawling may be required in some sites. Mental stress and physical fatigue occur due to high volume of personal contacts with staff and visitors, occasional emergency responses and repetitive nature of interpretive contacts and programs. Work Environment: Work is performed indoors and in outdoor areas resulting in exposure to extreme temperatures, rain, snow, wind and direct sunlight. Locations range between 7000' and 8000' feet above sea level. Most work is indoors in an office setting but frequent trips in extreme hot or cold conditions outside are required to accomplish program coaching and evaluation. Area/Park Information: Located in Southwest Colorado, Mesa Verde National Park was established in 1906 to protect the rich cultural heritage of 27 Pueblos and Tribes and offers a spectacular window to the past. For over 700 years, Ancestral Pueblo people built thriving communities on the mesas and in the cliffs of Mesa Verde. This World Heritage Site and International Dark Sky Park is home to over a thousand species, including several that live nowhere else on earth. Nearby Yucca House National Monument is managed under Mesa Verde. It is an undeveloped NPS unit and protects a large unexcavated valley pueblo. On average Mesa Verde hosts 500,000+ visitors per year. Area residents and visitors enjoy world-class outdoor recreational opportunities including skiing, mountain biking, hiking, rafting, camping, hunting, and fishing in the region. Nearby public lands include the San Juan National Forest, Canyons of the Ancients National Monument and other areas in the Tres Rios District of the Bureau of Land Management. The local towns of Cortez, Mancos, Dolores, and Durango provide a range of housing, dining, and shopping opportunities, and both Durango and Cortez have regional airports. Mesa Verde and the nearby communities are great places to work and live. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime, and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home on an occasional basis. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-06/24/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one year of specialized experience at or equivalent to the GS-09 level in the Federal Service. Examples of specialized experience include: Demonstrated the ability to research, develop, and present a wide variety of interpretive programs, Provided leadership, guidance, and direction to paid and volunteer staff, Researched, wrote, designed, and developed interpretive media, Planned, implemented, and monitored special events, projects or programs, and knowledge of natural resources or cultural history. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education in a field of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement, police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources, or course work in other appropriate fields that clearly provided me with the background of knowledge and skills necessary for successful job performance in the position. You must submit transcripts if qualifying based on education. OR COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate education and experience as described above, which when combined, totals at least one full year. Only graduate education in excess of the first two years may be used in this calculation. The combination of specialized experience as described in "A" above and higher level education as described in "B" above must equal 100%. You must submit transcripts if qualifying based on education. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). The work done by park ranger-interpreters through effective interpretive and educational programs encourages the development of a personal stewardship ethic and broadens public support for preserving and protecting park resources, so that they may be enjoyed by present and future generations. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance consistent with your SF50s.
