Meta Product Technical Program Manager, Central Social Impact - Youth Wellbeing in Menlo Park, California

Summary:

Youth Regulatory Readiness (YRR) is one Youth's top three strategic priorities: "Ensure Meta addresses existing youth obligations and is ready to meet regulations being passed in the near future defensibly while minimizing business and implementation impact." In response to jurisdictional regulatory pressures, we need to launch jurisdictional responses in specific countries or regions. This can span across multiple Meta apps/services (Instagram, Facebook, Messenger, Meta Quest, WhatsApp, etc.), as well as across multiple Youth workstreams (Age Assurance, Parental Consent and Supervision, etc.). Additionally, in some jurisdictions, multiple youth regulations with effective dates, apps in scope, associated must-do work may apply. We're hiring a Technical Program Manager to join the Central Social Impact Team. The organization’s charter is to "Amplify Meta’s positive impact on society with a Youth Wellbeing Mission to keep Meta’s teen users have a safe, positive, and age appropriate experience on platforms." This team builds platforms, products and tools that drives progress on key social issues for Meta, drives positive change within communities, and establishes foundational technical frameworks to drive company critical initiatives like privacy and efficiency. Empowering people around the world to engage with our products and making a difference in their community is crucial.While there are multiple teams working on meeting these requirements, it is necessary to have a layer of planning, management, coordination, and responsibility for how those components come together for jurisdictional launch-readiness. Without Jurisdiction Leads, key responsibilities can fall between the cracks, such as defining the product behavior for unsupported surfaces (and app versions and registration flows), dogfooding and QA testing end-to-end product functionality, identifying risks and managing escalations, and creating a detailed deployment plan.We are looking for the TPM to be one of the Jurisdictional Leads to manage engineering execution, influence technical strategy, track progress, risks and blockers for end-to-end jurisdictional response. The immediate need is to land 3 jurisdictions in July with regulatory and product requirements that are at least 70% clear. In general, the TPM will work across at least 5 of the 9 Youth work streams representing 5 organizations - CSI, WA, IG, XI, RL. This person will work closely with the Tech Lead and Product Manager to solidify detailed response plans, identify gaps that may arise between work-streams, and manage risks to lead the team to deploy readiness.

Required Skills:

Product Technical Program Manager, Central Social Impact - Youth Wellbeing Responsibilities:

  1. Develop technical strategy + plans for highly ambiguous programs and present to leadership teams.

  2. Work with TLs across multiple work streams and organizations to define deliverables and milestones for each regulation.

  3. Collaborate with XFN to define capabilities for each milestone to accrue to Youth Regulation compliance.

  4. Establish shared goals with product teams across the company to build alignment with XFN teams to build and scale products for Meta.

  5. Provide hands-on program management during analysis, design, development, testing, implementation, and post implementation phases.

  6. Drive and influence technical strategy, proactively identify risks and develop mitigation strategies, align priorities, and set direction for a broadly cross-functional area.

  7. Provide day-to-day coordination with partner teams and vendors for quality assurance and issue resolution.

  8. Develop and manage end-to-end project plans to ensure on-time delivery, provide day-to-day coordination, and quality assurance for tasks.

  9. Interface with Engineering, Data Science and business owners for program requirements and scope.

  10. Create working model/program for the engineering teams to best execute against milestones

  11. Lead critical program reviews and represent/surface critical needs weekly to youth leadership

  12. With PgM and PM, create execution trackers for the jurisdictions that provides at a glance visibility for leadership onto whether we will meet our regulatory goals

Minimum Qualifications:

Minimum Qualifications:

  1. B.S. in Computer Science or a related technical discipline, or equivalent experience.

  2. 10+ years of software engineering, systems engineering, hardware engineering, or technical product/program management experience.

  3. Experience defining strategic direction and identifying new opportunities for impact amongst products, platforms and programs.

  4. Experience driving and delivering complex tech programs or products from inception to delivery.

  5. Experience establishing work relationships across multi-disciplinary teams and multiple partners in different time zones.

  6. Knowledge of user needs, gathering requirements, and defining scope.

  7. Experience operating autonomously across multiple teams and functions, demonstrated critical thinking, and thought leadership.

  8. Communication experience at executive level and experience influencing senior leadership and technical management teams to develop systems, solutions, and products.

  9. Organizational, coordination and multi-tasking experience.

  10. Analytical and problem-solving experience with large-scale systems.

  11. Experience working with product teams to build and deliver end-to-end customer focused products with technical knowledge of the underlying platforms and technologies.

Public Compensation:

$167,000/year to $230,000/year + bonus + equity + benefits
