Job Description:

Responsibilities

The Research Scientist II will perform activities for the Universal Public Health Node in support of the National Instant Criminal Background Check System (NICS) grant to help prevent individuals with involuntary psychiatric hospitalizations in New York State from purchasing firearms. The incumbent will be part of a team working to improve community safety and reduce gun violence related to mental health issues. The incumbent will be responsible for HL7 data parsing, data transformation to XML, reconciliation of negative acknowledgements from hospitals and the Office of Mental Health (OMH) and production of HL7 acknowledgment messages to facilities participating in automated data exchange. The incumbent will support and coordinate with the facilities in transitioning from manual data entry to automated entry, review test messages for automated transfer, and perform a comparison of manual and automated data during side-by-side testing to ensure confidence in data quality. The incumbent will work to support ongoing NICS monitoring activities, major part of which includes communicating with facilities on a regular basis. The incumbent will produce reports on data validation, timeliness, and quality, as well as perform outreach to facilities to reconcile outstanding records and guide facilities through quality improvement projects so that timely reporting of quality data is guaranteed. The incumbent will perform other appropriate related duties as assigned.

Minimum Qualifications

Bachelor's degree in Epidemiology, Biostatistics, Computer Science, Public Health, or a related field and three years of research experience; OR a Master's degree in a related field and two years of research experience; OR a Doctorate in a related field.

Preferred Qualifications

At least three years of experience in the areas of public health, medical or healthcare informatics, including clinical or public health data quality assessment, control, management and analysis, and health information technology. At least two years use of clinical data, including coding systems (e.g., ICD-9), relational databases, and HL7 data-interchange standard. At least two years of experience examining and cleansing data for completeness and accuracy, extracting pertinent data from existing systems, and preparing tables and clear narrative descriptions of the data and the analysis using SAS software. At least two years of experience communicating and working with internal and external stakeholders.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
