Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent serves as Deputy Chief Yards and Docks Unit and serves as District Dry Dock Master. Assists the Chief of Yards and Docks Unit in planning, estimating, expediting and coordinating assigned work. Responsibilities Plans and schedules work assignments on a long-range basis. Analyzes work schedules and determines manpower, tooling/equipment, material requirements and methods to be used Organizes, coordinates, and directs the work activities and personnel of the unit supervised. Promotes and administers a variety of management programs for the unit supervised. Performs mechanical work related primarily to the maintenance and repair of diesel engines and their mechanical components as found on tow boats, tenders, revetment plant, pumping stations, and/or engineer equipment. Responsible for the movement and positioning of mooring facilities and floating plant. Has full responsibility and authority for dry docking of vessels. You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) MAINTENANCE MECHANIC SUPERVISOR without more than normal supervision. At a minimum, your level of experience must show that you have maintained balanced workloads by shifting assignments, workers, and other resources under your control to achieve the most effective work conditions; and that you are skilled in leading, training, and explaining job requirements to others in the maintenance mechanic field. - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Incumbent may perform work from ladders, scaffolding, and platforms and where the parts, equipment, or systems are in hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel, crawl, climb, and work in a tiring and uncomfortable position. Frequently lifts, carries, and sets up parts and equipment that weigh up to 50 pounds. WORKING CONDITIONS: Work may be performed inside and outside subjecting employee to varying climatic conditions, abnormal noises, temperature, danger of burns, irritation from grease and oils, bruises, strains, danger from attending moving machinery, falling overboard, electrical shock, falls on slippery decks or steep stairways, possible drowning, and crankcase explosion. Life jackets are worn at all times while on deck. Education Additional Information Incumbent is required to sign a DA Form 7412, "Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under The Department of Transportation, Federal Highway Administration Rules on Drug and Alcohol Testing" or a Memorandum of understanding. Must obtain and/or maintain within 12 months of being hired: -Forklift Operator's License -Scissor Lift Operator's License -Aerial Boom Lift Operator's License -Small boat operator's license Must obtain and/or maintain certification as a Forklift Operator Trainer for training forklift operators within two years of being hired. Failure to obtain or maintain required licenses, certifications, and credentials for this position within the allotted time-frame will result in a reassignment, change to lower grade or removal from Federal Service. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
