Summary The Equal Employment Manager serves serves as a senior level manager responsible for the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) functions for the VA Medical Center located in Memphis, TN within the Veterans Health Administration, a major organization within the Department of Veterans Affairs (VA). Incumbent may supervise staff engaged in EEO/AE, D&I, ADR, and CR functions. Responsibilities The primary purpose of this position is to perform work that involves developing, administering, evaluating, or advising on the Federal Government's internal equal employment opportunity program within the assigned organization. Major duties and responsibilities of this position include but may not be limited to: Principle advisor for Medical Center Director, PENTAD, and Service Chiefs for areas of EEO, Diversity, Affirmative Employment, and Civil Rights External Program. Conduct analyses of workforce by race, sex, grade, occupational series. Assist Office of Resolution Management with investigations and hearings. Serve as technical expert for external complaint process. Conduct diversity and EEO training. Develop, implement, monitor, and evaluate facility EEO/Diversity Management plans. Proposes and develops policy and responses to correspondence for the facility on all EEO/AE, D&I, ADR, and CR matters, and acts as a liaison and/or spokesperson on such matters with persons and/or groups within and outside of the facility. Responsible for assembling, consolidating, and submitting timely and accurate plans, information, and reports on the facility's EEO/AE, D&I, ADR, and CR programs and status. Utilizes systems and tools to gather data, perform analysis, evaluate, and report the effectiveness of the Program. Performs demographic analyses and identifies appropriate benchmarks for the local workforce, including major occupations, grade levels, and other categories, by race, ethnicity, and gender as compared to the Relevant Civilian Labor Force (RCLF) and other appropriate benchmarks. Conducts workforce analysis using the VA's Support Service Center workforce analysis and reporting system. Identifying less than expected representation in major occupations compared to the RCLF Identifying approaches for targeted recruitment outreach. Coordinating with Human Resources staff, managers and other internal stakeholders to meet recruitment outreach needs. Utilizing student intern programs to create an employment pipeline. Identifying triggers and barriers to EEO and developing corrective strategies. Providing training opportunities to eliminate/mitigate occupational barriers. Monitoring climate and employee engagement/satisfaction issues and developing solutions to improve the culture as it relates to EEO/AE, D&I, ADR, and CR. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: AD-HOC VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: developing, implementing, coordinating, reviewing, monitoring, evaluating and updating all plans associated with the EEO program; advising management on specific actions in support of affirmative action and strategies for handling discrimination complaints, communicating in writing to prepare reports on the EEO program; application of the principles, practices, laws, and regulations concerning EEO; Preparing case reports for EEO complaints and; Drafting actionable plans to prevent potential violations of EEO infractions; Experience with a federal EO complaint resolution program and facilitating various complaint-related processes that may involve complex civil rights issues; conducting mandatory training for managers, supervisors, and employees regarding EEO and the EEO complaint process, providing advice and assistance during the post investigative stages, (ex: hearings, appeals and compliance). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
